About this opportunity
The Town of Schroeppel is requesting proposals for a comprehensive Town-Wide Water District Study from qualified consulting firms, with proposals due September 24, 2026 at 4:00 p.m. EDT. The study is funded in part by the Northern Border Regional Commission (NBRC) Catalyst Program and will evaluate existing water infrastructure, identify areas suitable for future public water service expansion, and develop actionable recommendations for system improvements across the town.
The scope comprises six principal tasks: project initiation, existing conditions assessment, water system analysis, development of alternatives, recommendations and implementation strategy, and preparation of a final report. The consultant will work closely with Town officials to deliver a comprehensive plan to guide future water system improvements based on existing conditions, future growth needs, and feasible engineering or planning alternatives.
The fixed contract value is $92,000 for consultant services. The overall project budget is $100,000, comprised of $80,000 in NBRC Catalyst Program grant funding and $20,000 in local matching funds from the Town, of which $8,000 is allocated to the Local Development District for administrative support. The anticipated project start date is October 20, 2026.
Evaluation will be weighted as follows: experience with similar studies (35 points), understanding of project scope and approach (30 points), qualifications of key personnel (25 points), and ability to meet the project schedule (10 points), for a total of 100 points. The Town Board anticipates selecting the consultant by October 13, 2026.
Proposals must include a cover letter signed by an authorized firm representative, firm qualifications and experience documentation, resumes of the project manager and key staff, a detailed project approach narrative addressing all six tasks, and a proposed timeline for project completion. The Town reserves the right to reject any or all proposals, request clarification or additional information, conduct interviews, and negotiate final scope and contract terms with the selected consultant, which will incorporate all NBRC grant compliance requirements.
