About this opportunity

The Town of Manchester in Hartford County, Connecticut, is soliciting bids for the operation of the Manchester Dial-a-Ride Program, a paratransit service targeting residents over 60 and individuals with disabilities. The procurement seeks a contractor to provide transportation services using two wheelchair-lift equipped buses, each with 10 seats and space for 2 wheelchairs, delivering approximately 10,000 rides annually within the town. The contractor will be responsible for providing drivers, dispatch services, and maintaining trip and rider data, with the town providing and maintaining the vehicles. Key qualifications include a minimum of 5 years of experience operating transit programs for older adults and/or disabled populations. Bid evaluation criteria will encompass not only price but also the contractor's experience, staff quality and training, references, customer service orientation, familiarity with the service area, and ability to provide accurate service data. The bid submission deadline is May 16, 2023, at 11:00 am, with a contract start date of July 1, 2023, and an initial three-year term running through June 30, 2026, with potential options for three additional one-year extensions.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises, but does include a living wage requirement of $15.34 per hour with comprehensive health benefits (or $23.35 without). Contractors must comply with the Manchester Living Wage Ordinance and provide a performance bond equivalent to 100% of the contract value. The contract includes monthly payments, with invoices to be submitted by the 10th of each month, and pricing subject to annual adjustments based on the Consumer Price Index. While no incumbent vendor is explicitly named, the town currently owns and maintains two buses for the program. The contractor will be required to use an automated dispatch system, conduct daily bus inspections, and submit monthly reports. Although a specific budget range is not provided, the comprehensive requirements and service scope suggest a substantial annual contract value for the selected vendor.
