About this opportunity
The Town of Lake Clarke Shores, in coordination with the Palm Beach County Water Utilities Department, is procuring construction services for the Lawrence Road 12-inch Water Main Replacement project (Project 21-019), a water infrastructure improvement initiative located in the Seminole Manor subdivision between Lantana Road and Chickasha Road. The scope of work encompasses furnishing and installing approximately 3,300 linear feet of 12-inch ductile iron pipe (DIP) potable water main, fire protection improvements, replacement of water service lines and conversions, valve assemblies, appurtenances, site restoration including asphalt and concrete work, and erosion control measures. The successful contractor must possess the capability to perform all clearing, excavation, dewatering, trench safety, pressure testing, disinfection, backfilling, and restoration activities, and must comply with all federal, state, and local safety regulations including OSHA standards and obtain necessary permits from the Palm Beach County Engineering Department, Florida Department of Environmental Protection, and local health departments. The contract is structured as a unit-price agreement with compensation based on horizontal distances measured along record drawings for pipe installation and actual quantities for fittings, valves, hydrants, and other appurtenances, with the contractor bearing all costs including labor, materials, equipment, permits, surveys, testing, bonds, insurance, mobilization, and temporary facilities. The bid documents were made available on February 2, 2021, with a non-mandatory pre-bid conference and site visit held on February 17, 2021, at 10:00 AM, sealed bids due by 2:00 PM on March 2, 2021, and public bid opening to occur immediately thereafter. The project timeline includes a bid award date of June 15, 2021, notice to proceed by July 15, 2021, substantial completion within 180 calendar days, and final completion within an additional 30 calendar days, with liquidated damages assessed at $500 per calendar day for delays beyond substantial completion and $250 per day thereafter.
This project is subject to federal funding requirements through the U.S. Department of Housing and Urban Development (HUD) with grant number B-16-UC-12-004, mandating compliance with Davis-Bacon prevailing wage requirements and federally funded project affidavits, including a minimum living wage of $12.83 per hour and E-Verify employment eligibility verification. Mandatory Minority Business Enterprise (MBE) participation goals of 22.4% and Women's Business Enterprise (WBE) participation goals of 6.9% must be met with no rounding permitted, and contractors must identify all subcontractors performing more than 5% of the work and ensure they are properly licensed in Florida. Bid security of 5% of the base bid in the form of a certified cashier's check or money order is required at submission, with a public construction bond of 100% of the contract price due within 14 days of award notification, along with comprehensive insurance requirements including commercial general liability, business automobile liability, workers' compensation, and builders risk coverage. The engineer's cost estimate for the project is $735,000, which serves as the reference budget for this water main infrastructure improvement. All contractors must submit a plan holder registration form to bids@pbcwater.com to gain access to the protected bid documents, which are restricted from public disclosure pending project award and acknowledge that certain portions are proprietary information protected under Florida Statutes Sections 199.071(3)(b) and Chapter 153.
