About this opportunity
The Colorado Department of Public Safety, Purchasing and Contracts Unit is soliciting quotes for Town of Hartman Water System Operations under Documented Quote (DQ) RFAA 2027-025, with quotes due July 27, 2026 at 2:00 p.m. MST. Service-Disabled Veteran-Owned Small Businesses registered with the U.S. Small Business Administration and meeting Colorado requirements receive a 3% preference on quote price.
The scope involves temporary operational responsibility of the Town of Hartman drinking water system serving approximately 61 people through 45 service connections, effective July 1, 2026. The operator must hold minimum Class C Treatment and Class 1 Distribution certifications. Key requirements include maintaining 2.0 mg/L free chlorine residual at the Entry Point and greater than 0.2 mg/L in the Distribution System; conducting weekly visual inspections and chlorine residual measurements; performing monthly total coliform compliance sampling; systematically flushing the distribution system; remediating the current boil water advisory; establishing a Drinking Water Portal account for administrative updates; participating in monthly coordination meetings with Colorado Division of Homeland Security and Emergency Management (DHSEM), Colorado Department of Public Health and Environment (CDPHE), and other state agencies; implementing a resident communication framework; and reporting emergency incidents within specified timeframes. Infrastructure actions include securing facility access, installing new locks, coordinating law enforcement monitoring, inventorying equipment and chemicals, and establishing electrical service. Reporting obligations include certified lab results to the Drinking Water Portal by the 10th of the following month and submitting Tier 1 and Tier 2 public notices within 24 hours and 30 days, respectively, for critical compliance issues.
The estimated budget is $100,000.00 for the contract term through June 30, 2027. Pricing is the primary evaluation criterion; all fees for services, materials, equipment, delivery, and installation must be included in the quote. The State will award to the responsible respondent with the most advantageous quote. Prior to Purchase Order execution, the awardee must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate as required.
