About this file
This is a Statement of Work for the Town of Hartman Water System Operations, prepared by the Colorado Division of Homeland Security and Emergency Management (DHSEM) in coordination with the Colorado Department of Public Health and Environment (CDPHE), Prowers County, and the Department of Local Affairs (DOLA). The project involves temporarily transferring operational responsibility of the abandoned Town of Hartman drinking water system to DHSEM under Colorado Senate Bill 26-157. The Town of Hartman serves approximately 61 people through 45 service connections and requires a groundwater system operator holding minimum Class C Treatment and Class 1 Distribution certifications. Key operational requirements include maintaining 2.0 mg/L free chlorine residual at the Entry Point and greater than 0.2 mg/L in the Distribution System, conducting weekly visual inspections and chlorine residual measurements, performing monthly total coliform compliance sampling, systematically flushing the distribution system, and remediating the current boil water advisory. The contractor must establish a Drinking Water Portal account for administrative updates, participate in monthly coordination meetings with identified agencies, implement a communication framework with residents, and report emergency incidents to a designated hotline within specified timeframes. The contract begins July 1, 2026.
The Statement of Work does not specify contract pricing, duration terms, or renewal options. Immediate infrastructure and security actions required include securing facility access, installing new locks on treatment infrastructure, coordinating with law enforcement for on-site monitoring, inventorying equipment and chemicals, establishing electrical service to the treatment facility, and potentially engaging private security for staff coverage. Reporting requirements include submitting certified lab results to the Drinking Water Portal by the 10th of the following month, distributing Tier 1 public notices within 24 hours for critical issues such as E. coli detection or boil water advisories, and submitting Tier 2 notices within 30 days for compliance failures. Key contacts include DHSEM representatives Marci Linton (720-377-4644) and Paul Moreno (720-838-1944), and CDPHE Compliance Specialist Zeenath Khan.
