About this opportunity
The Town of Greenville, New York (Orange County) is requesting sealed bids for construction of a new salt storage facility at 1537 Route 6, Port Jervis, with bids due October 29, 2026 at 2:00 p.m. local time. The project carries a 30% minority and women-owned business enterprise (MWBE) participation goal established by the $500,000 New York State Department of Environmental Conservation Water Quality Improvement Project grant; MWBE-eligible firms are strongly encouraged to respond.
The scope includes site grading, building erection, and restoration for an approximately 8,320 square-foot salt storage structure—80 feet by 104 feet with composite wood roof trusses, metal roofing, T1-11 wall paneling, and asphalt interior paving. The facility will rest on a 14-inch concrete foundation wall (or wood barrier wall as an alternate bid item) with shallow foundations extending a minimum of 4 feet below final exterior grade for frost protection. The project encompasses a 42,658 square-foot limits-of-disturbance area and is designed to the 2025 Building Code of New York State with soil bearing pressure of 3,000 pounds per square foot. Bidders must maintain an active New York State Department of Labor Certificate of Registration per Labor Law 220-I and demonstrate financial capability and experience with similar projects. Prevailing wage rates published by the New York State Department of Labor and U.S. Department of Labor apply.
The contract is on a lump sum basis. Bid security of 5% of the maximum bid price is required as a certified check, bank money order, or bid bond. Bids remain subject to acceptance for 45 days after opening. The successful bidder must execute the contract and provide required bonds and insurance within 15 days of Notice of Award. Site visits may be arranged by contacting the Town Supervisor's office; no formal pre-bid meeting is scheduled. Full contract documents and drawings are available from Christian Bertram, P.E., at cbertram@bartonandloguidice.com.
