Salt Storage Facility Contract Summary
This is a general construction contract document package for the Town of Greenville, Orange County, New York, for the design and construction of a new salt storage facility. The project involves site grading, building erection, and restoration activities for a salt storage facility to be located at 1537 Route 6, Port Jervis, New York 12771. The facility will feature an approximately 80 feet by 104 feet timber-framed storage structure with asphalt interior paving. Sealed bids are due no later than 2:00 PM local time on Thursday, October 29th, 2026, and must be submitted in person to the Town of Greenville Town Clerk at the project address. There is no formal pre-bid meeting scheduled; however, bidders may arrange site visits by contacting the Town Supervisor's office. The successful bidder must execute the contract and provide required bonds and insurance documentation within 15 days of the Notice of Award. The contract is on a lump sum basis with an alternate bid item for a delegated designed building structure, with bids remaining subject to acceptance for 45 days after the bid opening.
Bidder qualifications include maintaining an active New York State Department of Labor Certificate of Registration per Labor Law 220-I and demonstrating financial capability and experience with similar projects. The project requires a minimum of 30 percent minority and women-owned business enterprise (MWBE) participation, with MWBE-eligible firms strongly encouraged to respond. The project is partially funded through a $500,000 New York State Department of Environmental Conservation Water Quality Improvement Project grant. Bid security of 5 percent of the maximum bid price is required in the form of a certified check, bank money order, or bid bond. The Town of Greenville is exempt from New York State sales and use taxes on materials incorporated into the work, and prevailing wage rates published by the New York State Department of Labor and U.S. Department of Labor must be paid. The geotechnical investigation indicates an allowable soil bearing pressure of 3,000 pounds per square foot for shallow foundations, with shallow foundations extending a minimum of 4 feet below final exterior grade for frost protection.

Oral and other interpretations or clarifications will be without legal effect. Addenda will be issued at least five (5) days prior to the date of Bid opening.
6.02 Addenda may be issued to clarify, correct, supplement, or change the Bidding Documents.
ARTICLE 7 – BID SECURITY
7.01 A Bid must be accompanied by Bid security made payable to Owner in an amount of five percent of Bidder’s maximum Bid price (determined by adding the base Bid and all alternates) and in the form of a certified check, bank money order, or a Bid bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and
6.02 of Section 00 72 16 General Conditions.
7.02 The Bid security of the apparent Successful Bidder will be retained until Owner awards the Contract to such Bidder, and such Bidder has executed the Contract Documents, furnished the required Contract security, and met the other conditions of the Notice of Award, whereupon the Bid security will be released. If the Successful Bidder fails to execute and deliver the Contract Documents and furnish the required Contract security within 15 days after the Notice of Award, Owner may consider Bidder to be in default, annul the Notice of Award, and the Bid security of that Bidder will be forfeited. Such forfeiture shall be Owner’s exclusive remedy if Bidder defaults.
7.03 The Bid security of other Bidders that Owner believes to have a reasonable chance of receiving the award may be retained by Owner until the earlier of seven days after the Effective Date of the Contract or 45 days after the Bid opening, whereupon Bid security furnished by such Bidders will be released.
7.04 Bid security of other Bidders that Owner believes do not have a reasonable chance of receiving the award will be released within seven days after the Bid opening.

ARTICLE 10 – SUBSTITUTE AND “OR-EQUAL” ITEMS
10.01 The Contract for the Work, as awarded, will be on the basis of materials and equipment specified or described in the Bidding Documents without consideration during the bidding and
00 21 13-6 2323.003.001
Contract award process of possible substitute or “or-equal” items. In cases in which the Contract allows the Contractor to request that Engineer authorize the use of a substitute or “or-equal” item of material or equipment, application for such acceptance may not be made to and will not be considered by Engineer until after the Effective Date of the Contract.
10.02 All prices that Bidder sets forth in its Bid shall be based on the presumption that the Contractor will furnish the materials and equipment specified or described in the Bidding Documents, as supplemented by Addenda. Any assumptions regarding the possibility of post-Bid approvals of “or-equal” or substitution requests are made at Bidder’s sole risk.
ARTICLE 11 – SUBCONTRACTORS, SUPPLIERS, AND OTHERS
11.01 A Bidder shall be prepared to retain specific Subcontractors, Suppliers, or other individuals or entities for the performance of the Work if required by the Bidding Documents (most commonly in the Specifications) to do so. If a prospective Bidder objects to retaining any such Subcontractor, Supplier, or other individual or entity, and the concern is not relieved by an Addendum, then the prospective Bidder should refrain from submitting a Bid.
11.02 Subsequent to the submittal of the Bid, Owner may not require the Successful Bidder or Contractor to retain any Subcontractor, Supplier, or other individual or entity against which Contractor has reasonable objection.
11.03 The apparent Successful Bidder, and any other Bidder so requested, shall within five days after Bid opening, submit to Owner a list of the Subcontractors or Suppliers proposed for the Work.
11.04 If apparent Successful Bidder declines to make any such substitution, Owner may award the Contract to the next lowest Bidder that proposes to use acceptable Subcontractors, Suppliers, or other individuals or entities. Declining to make requested substitutions will constitute grounds for forfeiture of the Bid security of any Bidder. Any Subcontractor, Supplier, individual, or entity so listed and against which Owner or Engineer makes no written objection prior to the giving of the Notice of Award will be deemed acceptable to Owner and Engineer subject to subsequent revocation of such acceptance as provided in Paragraph 7.06 of Section 00 72 16 General Conditions.

BARTON & LOGUIDICE D.P.C.
1.0 INTRODUCTION
At the request of Ryan Weitz, representing Barton & Loguidice, D.P.C (Barton & Loguidice), and in accordance with our proposal (ATL No. CD998-1999-09-22, dated September 28, 2022), Atlantic Testing Laboratories, Limited (ATL) performed a subsurface investigation and geotechnical evaluation for the referenced project.
The purpose of the investigation was to ascertain the general subsurface soil and groundwater conditions at the site, to evaluate the engineering significance of these findings, and to provide recommendations related to the design and construction of the proposed salt storage building.
The proposed salt storage building site is located north of the existing Greenville Town Office building located at 1566 US-6, Greenville, New York. The approximate project coordinates are N 41°22'38" latitude and W 74°33'30" longitude. A Site Location Plan is included in Appendix A. All dimensions and elevations referenced in this report are in units of feet, unless otherwise noted.
2.0 PROJECT DESCRIPTION
Based on information provided to ATL by Barton & Loguidice, the project consists of constructing a salt storage building with an asphalt paved interior. Based on the topographical information shown on the Concept Site Plan provided by Barton & Loguidice the project site slopes downward from approximately elevation 938 feet at a knoll on the west side of the building footprint to approximately 932 feet at the north, east, and south sides. The finished floor elevation, and anticipated foundation loads were not provided to ATL at the time of report preparation.
3.0 SITE SURFACE CONDITIONS & GEOLOGY
The project site is generally covered with a mowed grass area. The project site is bound by woodland to the north; agricultural fields to the east; the existing town office building to the south; and the existing town office garage and woodland to the west.
Barton & Loguidice D.P.C. Page 2 of 8 ATL Report No. CD10671E-01-04-24 April 9, 2024
The project area is located in the south-west portion of the Lower Hudson region of New York State. Based on the Surficial Geologic Map of New York, Lower Hudson Sheet, 1989, the project area is mantled with a silt-clay poorly sorted till deposition that is relatively impermeable with variable clast content from abundant and well-rounded to sandier in some areas. Based on the Geologic Map of New York, Lower Hudson Sheet Sheet, 1970, the project area is underlain by Ordovician age Austin Glen formation, Graywacke Shale.
4.0 SUBSURFACE INVESTIGATION & SAMPLING METHODOLOGY
Two (2) soil borings were selected by Barton & Loguidice and staked in the field by representatives of ATL. The boring surface elevations were not provided at the time of the subsurface investigation. A Boring Location Plan, prepared by Barton & Loguidice, depicting the approximate location of the soil borings, is included in Appendix B.
The individual soil borings were advanced utilizing HW (4-inch), inside diameter flush-joint casing using water as a drilling fluid. Soil sampling and standard penetration testing was performed utilizing a 2-inch outside diameter split spoon sampler and automatic drop hammer in accordance with ASTM D 1586. Soil sampling was performed continuously to a minimum depth of 12 feet below the surface and at 4 to 5-foot intervals thereafter to the boring termination at a depth of approximately 20 feet below the surface.
The recovered soil samples were visually classified in the laboratory by an engineering technician in general accordance with the Burmister Soil Classification System. The split spoon sampler does not recover material larger than 1⅜-inch in nominal dimension; therefore, the soil classifications may not be representative of the entire soil matrix. The visual classifications and standard penetration test (SPT) results are presented on the Subsurface Investigation Logs included in Appendix C.
The borings were backfilled with on-site soil upon completion. It is important that the backfilled boreholes be monitored for settlement or subsidence. This will be the responsibility of Barton & Loguidice and/or their CLIENT. ATL assumes no liability for loss or damage resulting from borehole settlement.
5.0 SITE SUBSURFACE CONDITIONS
The following description of subsurface conditions is based on the subsurface soil and groundwater conditions encountered during this subsurface investigation performed on February 14, 2024. Actual subsurface conditions may vary across the site in both the horizontal and vertical dimensions. Detailed subsurface descriptions are provided on the Subsurface Investigation Logs.
Barton & Loguidice D.P.C. Page 3 of 8
5.1 Soil Borings
The soil borings generally encountered 1 to 3 inches of topsoil and organic material at the surface. Underlying the surficial topsoil in soil boring B-1 was medium compact (SPT N-Values 10 to 30) sand with varying portions of clay, silt and gravel that extended to a depth of 2 feet.
Beneath the sand in boring B-1 and surficial topsoil in soil boring B-2 was stiff (SPT N-Values 8 to 15) to very stiff (SPT N-Values 15 to 30) silt and clay with varying portions of gravel and sand that extended to approximate depths of 8 and 13 feet, respectively. At a depth of approximately 4 feet, soil boring B-1 encountered cobbles and trace organic material (root hairs). The silt and clay was underlain by very compact (SPT N-Values greater than 50) gravel with varying portions of clay, silt and sand that extended to 13 feet in boring B-1 and to boring termination at a depth of 20.3 feet in boring B-2. The gravel in boring B-1 was underlain by hard (SPT N-Values greater than 30) clay and silt with varying portions of gravel and sand that extended to a depth of 18 feet, underlain by a very compact gravel with varying portions of clay, silt and sand that extended to boring termination at a depth of 19.2 feet.
5.2 Subsurface Water
Subsurface water measurements were performed during the subsurface investigation through the cased and open boreholes. The recovered soil samples were also classified for coloration and relative moisture conditions.
Freestanding water was recorded at a depth of 3.3 feet and at the surface in soil borings B-1 and B-2, respectively, during borehole advancement. After removal of the drill casing, borings B- 1 and B-2 caved at depths of approximately 19 and 18 feet, respectively, and freestanding water was recorded at depths of 3.5 feet and at the surface, respectively.
Water was added to the boreholes to advance the borings, therefore, groundwater levels recorded at the time of borehole advancement are not representative of the actual groundwater conditions. Since the boreholes were backfilled immediately upon completion, the water levels did not have time to stabilize in the open boreholes.
Fluctuations in water levels may occur due to seasonal and climatic variations, changes in surface runoff patterns, construction activity, and subsequent development of the site along with other interrelated factors.
6.0 LABORATORY ANALYSES
Select soil samples were submitted to ATL’s geotechnical laboratory for the following physical analyses:
♦ Ten (10) Water Content Determination of Soil (ASTM D 2216) ♦ One (1) Particle Size Analysis without Hydrometer (ASTM D 422) ♦ One (1) Liquid Limit, Plastic Limit, Plasticity Index (Atterberg Limits) (ASTM 4318)
The laboratory test results are provided on the Subsurface Investigation Logs contained in Appendix C, and provided in Appendix D, Laboratory Test Reports.
7.0 GEOTECHNICAL ENGINEERING DISCUSSION & RECOMMENDATIONS
The Geotechnical Engineering Discussion is based on information provided by Barton & Loguidice and the subsurface conditions outlined in this report.
Barton & Loguidice D.P.C. Page 4 of 8
The following recommendations are presented as the minimum requirements for the design, planning, and construction of the foundation systems. The concepts and geotechnical engineering considerations presented should be considered in project design and construction.
These concepts may require alterations to meet the specific design and economic considerations for this project.
7.1 Site Work
Site work will require removal of any surficial topsoil and organics within the proposed building footprint.
At the time of report issuance, final site grading plans and a finished floor elevation was not provided; however, based on the existing topography it is anticipated minor cuts and/or fills will be necessary.
After the subgrade cuts are performed and prior to placing fill to raise site grades, the site subgrade soil should be proof-compacted with a minimum of a 10-ton roller and proof rolled under the direction of a Geotechnical Engineer. Proof rolling should be conducted using a tandem axle truck with a minimum gross weight of 40,000 lbs. Rollers or low ground pressure construction equipment should not be used for proof rolling. The proof rolling should be conducted under the observation of a Geotechnical Engineer. Any areas noted to weave or deflect should be excavated to stable material, at the direction of the Geotechnical Engineer, and replaced with compacted Structural Fill.
Fill required to raise site subgrades within the footprint of the proposed building should consist of Structural Fill that is placed and compacted in accordance with Section 7.5 of this report.
The in-situ soils are considered moisture sensitive and frost susceptible. The subgrade soils may become disturbed by repetitive construction traffic when exposed to excessive moisture.
Construction equipment and foot traffic should be limited on exposed subgrades, especially during wetter periods of the year. Site work should be scheduled during drier portions of the year to avoid possible delays and additional costs associated with construction during the wet seasons.
Site surface grading should be designed to convey surface water away from the site structures.
7.2 Foundations
Based on the subsurface soil and groundwater conditions encountered during ATL’s subsurface investigation, it is our opinion that the use of shallow foundations is acceptable to support the proposed salt storage building. The foundation excavations should be advanced with a flat-lipped bucket to minimize disturbance to the subgrade soils.
All foundation excavations should be continuously monitored by a Geotechnical Engineer to verify the stability and uniformity of the subgrade soil, and to ensure that adequate soil bearing capacity is obtained.
Shallow foundation excavations should be advanced to stable, native soils a minimum of 4 feet below final exterior grade. Unstable subgrades should be over excavated to stable subgrade soil and replaced with structural fill, under the direction of the Geotechnical Engineer.
Subgrades that become saturated and unstable during construction due to surface or groundwater infiltration should be over excavated 6 inches and a 6-inch layer of NYSDOT Number 2, crushed stone should be placed and compacted on the exposed subgrade. The
Barton & Loguidice D.P.C. Page 5 of 8
Number 2, crushed stone should be compacted with four passes of a dual-drum walk-behind vibratory roller; a Wacker DPU 6055 vibrating plate tamper; or equivalent, under the direction of a Geotechnical Engineer. The Number 2 crushed stone will provide a stable working surface and dewatering media if ground or surface water enters the foundation excavations.
Shallow foundations supported on stable native soils, compacted NYSDOT Number 2, crushed stone, and/or compacted Structural Fill that overlies stable, native soils may be designed using an allowable soil bearing pressure of 3000 psf, provided the recommendations presented in this report are followed.
Continuous strip footings should be a minimum 18 inches wide and individual spread footings a minimum 36 inches wide.
Total and differential post construction foundation settlement less than 1-inch and ½-inch, respectively, are estimated provided the recommendations presented in this report are followed.
7.3 Frost Protection
Shallow foundations should extend a minimum of 4 feet below final exterior grade to provide adequate frost protection.
7.4 Seismic Considerations
Based on the average field standard penetration test results, a seismic site classification of C has been determined for the project site.
7.5 Backfill and Compaction Recommendations
The on-site soils, excluding deleterious organics and oversize material (particles larger than 4 inches in diameter), may be used as general site (berms, landscapes, green areas) fill. The on-site soils have a relatively high fines content and will be difficult to achieve proper compaction and stability without moisture conditioning. Structural Fill should be utilized as backfill within structure footprints and as foundation backfill.
All controlled fill and backfill should be placed and compacted in lifts not exceeding eight inches in loose thickness, at a moisture content of ± 2% of the Optimum Moisture Content, and to densities in excess of 95%, as determined by ASTM…
