About this opportunity

This solicitation — RFP 22-538 for towing services issued by DeKalb County School District with a proposal due date of February 15, 2022 — was cancelled on March 8, 2022 due to receipt of no bids and is no longer active.

The district had sought qualified, fully licensed tow service providers to furnish on-call towing for approximately 1,200 school buses and 355 support fleet vehicles, operating seven days a week, 24 hours a day. Response time requirements were one hour or less for scheduled requests and two hours for unscheduled requests. The vendor was required to maintain flatbed, wheel lift, and underframe type wreckers capable of handling vehicles from sub-compact cars to Class D school buses exceeding 35,000 pounds GVWR, and comply with Towing and Recovery Association of America standards.

The initial contract duration was approximately one year from execution, with potential for up to four one-year renewal options. Pricing was to be structured as firm fixed rates with flat-rate charges per hook-up within DeKalb County, per-mile charges for out-of-county towing by vehicle class, and rates for out-of-county towing when vehicles originate within the county but have destinations outside DeKalb County.

All vendors were required to maintain comprehensive general liability insurance with minimum limits of $1 million per occurrence and $2 million annual aggregate, commercial auto policies, workers compensation, and $2 million commercial umbrella coverage. Vendors were required to comply with Georgia's Illegal Immigration Reform and Enforcement Act of 2011, provide notarized E-Verify affidavits, and submit criminal background checks for all contractor personnel at $45 per individual.

Evaluation weighting was 35% scope of services, 30% cost, 20% quality and experience, 5% company profile, 5% variety of additional services, and 5% references. The district accepted responses from prospective offerors regardless of geographic location or residency status. Contract award was contingent upon DeKalb County Board of Education approval and available fiscal year funding. If the district conducts a new solicitation, all suppliers must respond to new solicitation forms and requirements.
