About this opportunity
The West Virginia Department of Homeland Security, Division of Administrative Services, on behalf of the West Virginia State Police, is soliciting bids through an Abbreviated Request for Quotation (ARFQ 0612 DPS2400000036) for complete dismantling and removal services of a 150-foot Rohn-45G guyed tower located at 236 Zion Ridge, Reedy, West Virginia. The scope of work includes removal of all associated structures such as antennas, guy wires, equipment cabinets, and microwave dishes; removal and transportation of all radio equipment, cabling, and electrical components in accordance with best practices and regulations; and complete site restoration including removal of foundations and fencing, with grading, seeding, and landscaping as necessary. This is a fixed-amount agency contract structured as a lump-sum engagement with a single contract item, and the award will be made to the vendor offering the lowest overall total cost that meets all specified requirements. The mandatory pre-bid meeting was held on March 21, 2024, at 1:00 PM EST at the project site, with written questions due by March 28, 2024, at 2:00 PM EST submitted to Herbert.M.Skeens@wv.gov. Bids are due April 10, 2024, at 10:30 AM EST and will be opened the same day at 1124 Smith Street Suite 2100, Charleston, West Virginia 25301, with submissions accepted electronically through wvOASIS, by email, or in paper form to the West Virginia State Police at 4124 Kanawha Turnpike, South Charleston, West Virginia. Vendors must provide a complete lump-sum bid price that includes all standard delivery and site work costs with no allowance for separate charges, with standard delivery required within thirty working days of order receipt and emergency orders completed within fifteen working days.
The solicitation does not specify set-aside designations or restrictions on organizational types that may respond, though all vendors must comply with standard state procurement requirements including mandatory registration with the Purchasing Division and payment of applicable fees prior to contract award. Vendors must provide proof of a West Virginia contractor's license, submit a Purchasing Affidavit affirming compliance with state financial obligations and employer status requirements, and obtain Commercial General Liability Insurance and Automobile Liability Insurance of at least $1,000,000 per occurrence. For construction contracts, vendors must submit bid bonds equal to a minimum of five percent of the total bid value, as well as labor and material payment bonds and performance bonds executed by a surety company licensed to conduct business in West Virginia; all bonds require notarized acknowledgments and power of attorney documentation certified by the West Virginia Attorney General's office. No incumbent vendor information, existing infrastructure requiring integration, or specific budget ranges are provided in the solicitation documents. All submissions are public documents subject to disclosure under West Virginia freedom of information laws, and contracts are contingent upon appropriated funding and may be canceled with thirty days' written notice.
