About this opportunity
The City of Philadelphia is soliciting quotes for tower clock maintenance and repair services at City Hall, with proposals due October 6, 2026. This is a micro purchase structured as a requirements contract with a pricing cap of $45,000, adjusted annually by CPI-U from January 1, 2020.
Submission of an LGBTQ Applicant Data Form is voluntary and collects information on LGBTQ business ownership and certification status through the National LGBT Chamber of Commerce or Independence Business Alliance, along with any third-party certifications held by the applicant or subcontractors. The City of Philadelphia may use this demographic data for other projects and make it publicly available.
Bidders must quote all line items to be eligible for award; the City will select the lowest responsive and responsible bidder and may award the contract as a whole or by individual line item, whichever serves the City's best interest. No work or delivery may commence until the department issues a Purchase Order. The contract term is 365 days from the effective date with automatic termination thereafter, and pricing is a requirements contract, meaning the City has no minimum purchase obligation.
All prices must be quoted net and exclusive of taxes. The seller must maintain Workers' Compensation insurance at statutory limits, General Liability insurance with a $500,000 per occurrence limit, and Automobile Liability insurance with a $300,000 per occurrence limit. The seller certifies it is not indebted to the City for delinquent taxes, liens, judgments, or fees, and must comply with Philadelphia's nondiscrimination requirements and ethics laws.
Sellers must submit a completed and signed Consent & Authorization Agreement to be deemed responsive. Submission occurs through PHLContracts, the City's eProcurement platform. A Seller Checklist guides the submission process, including confirmation of Local Business Entity certification status and completion of all mandatory fields and required attachments.
