About this opportunity
The Minnesota Department of Administration has issued a Request for Proposal (RFP) on behalf of the Minnesota Department of Natural Resources (DNR) seeking three Marine Sonic Technology Sea Scan ARC Explorer Mk II towed side-scan sonar systems or state-approved equivalents. The procurement includes the sonar systems with tow cable and keel weight, with a mandatory requirement of two days of operator training covering equipment operation, mounting, removal, and safety procedures. The DNR intends to use these systems for search and recovery operations, with specific technical specifications detailed in Attachment F of the solicitation. Key dates for this procurement include April 2, 2024, at 3:00 p.m. CT as the deadline for questions and pre-approved equivalent requests, which must be submitted via email to John Roth. The final proposal submission deadline is April 9, 2024, at 3:00 p.m. CT, with an anticipated contract period from May 1, 2024, through September 30, 2024, and potential three-month extension option. Respondents must carefully review all specifications in Sample Contract Exhibit C and Attachment F and submit their proposals according to the detailed instructions.
The state demonstrates a commitment to diversity in public procurement, operating a program that supports Minnesota-based small businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. While no explicit set-aside percentages are mentioned, the RFP encourages businesses to indicate their ownership status, which may impact eligibility for the Small Business Procurement Program. The estimated total contract value ranges from $170,000 to $180,000, though this is not construed as a minimum or maximum amount. Respondents must use the provided Exhibit D Pricing Schedule and are prohibited from adding taxes, as the state holds a Direct Payment Authorization Letter. The contract requires comprehensive pricing that includes all inherent costs of providing the requested goods and services, with no additional charges permitted beyond the listed prices. Potential contractors must be prepared to provide detailed product information, including make, model, and manufacturer specification sheets, particularly if proposing an equivalent product to the specified Marine Sonic Technology system.
