About this opportunity

The New York City Department of Transportation, Division of Bridges, is requesting proposals for Total Design and Construction Support Services for the Crocheron Park Pedestrian Bridge Over Belt Cross Island Parkway in Queens under RFP-84127P0001, with proposals due November 6, 2026. Proposals from certified M/WBEs receive a five percent point preference under Section 6-129 of the Administrative Code of the City of New York.

The scope encompasses three phases: Preliminary Design (545 consecutive calendar days), Detailed (Final) Design (551 consecutive calendar days), and Construction Support Services (1,096 consecutive calendar days), totaling 2,192 consecutive calendar days from written notice to proceed. The 1941-built, seven-span pedestrian bridge (181 feet long, 12.9 feet wide) requires comprehensive rehabilitation or replacement of deteriorated superstructure and substructure elements, utility relocation, work zone traffic control, electrical and street lighting systems, landscape design, and ADA-compliant ramp construction. The selected prime consultant must perform at least 51% of total contract hours. Technical proposals shall address the Preliminary Design Phase, Detailed Design Phase, and Construction Support Services; cost proposals and job titles/hours apply to Preliminary Design Phase only.

Key Personnel requirements include a Project Manager with minimum ten years of total professional experience in civil engineering, six years of direct bridge design experience, ASCE Grade V or above, a baccalaureate degree in civil engineering, a valid New York State P.E. License, and at least two years as Project Manager on bridge design projects completed within the last five years, plus familiarity with NYC DOT and NYSDOT standards. The Project Engineer must have minimum six years of direct bridge design experience, ASCE Grade IV or above, a baccalaureate degree in civil engineering, a valid New York State P.E. License, prior experience as Project Engineer on a successfully completed bridge design project within the last five years, and familiarity with NYC DOT and NYSDOT standards.

Evaluation uses Quality-Based Selection: Demonstrated Quantity and Quality of Successful Relevant Experience (25%), Demonstrated Level of Organizational Capability (20%), and Quality of Proposed Approach (55%). The price proposal of only the highest technically ranked firm will be opened; the agency will negotiate fair and reasonable price with the highest-ranked proposer or move to the next-ranked vendor if negotiations fail. Compensation combines direct technical salary costs times a multiplier, direct non-salary costs subject to a not-to-exceed fee, and performance outcome measures with financial incentives or disincentives. Responses must be submitted electronically via NYC's Procurement and Sourcing Solutions Portal (PASSPort).
