About this opportunity

The Florida Fish and Wildlife Conservation Commission is conducting a competitive sealed-bid procurement for an outdoor metal chemical storage building to be installed at Tosohatchee Wildlife Management Area in Leon County. The building must measure approximately 18 feet wide by 10 feet deep by 8 feet high (180 square feet, within 5% tolerance) and serve as a herbicide storage facility with specialized safety features including doors with minimum 60-inch by 80-inch openings, explosion-proof relief panels, a leakproof 700-gallon sump, and an exterior hazmat placard holder. The structure must meet stringent technical specifications including minimum 12-gauge metal construction, R11 insulation, corrosion-resistant primer with UV-resistant paint, a 100-amp breaker panel with interior lighting and exhaust fan controls, at least six passive wind and rain-resistant vents, an 18,000 BTU air conditioning unit, and full Factory Mutual and fire-rating (four-hour) approval with hurricane-resistant design. Sealed bids are due by April 9, 2026, at 3:00 PM Eastern Time at the FWC Purchasing office in Tallahassee, with public bid opening on the same date and time; the anticipated award date is April 13, 2026, with delivery required by June 15, 2026, to 3365 Taylor Creek Road, Florida 32709. Bidders must submit sealed proposals including completed ITB Acknowledgement Forms, Price Sheets, References Forms (minimum three verifiable references for similar projects with no more than one from past projects with unaffiliated staff), Mandatory Responsive Requirements attestations, Lists of Subcontractors, and Forced Labor certifications, with all pricing on an F.O.B. destination basis inclusive of delivery and off-loading costs but excluding Federal and State sales taxes. The award will be made to the responsive, responsible bidder offering the lowest total bid price.

Bidders must be registered in both MyFloridaMarketPlace (MFMP) and SunBiz systems prior to bid opening, and all bids must be submitted in sealed envelopes clearly marked with the bid number, date, and time of opening (no digital submissions accepted). The procurement requires compliance with all applicable Florida and Federal laws, including E-Verify employment verification requirements, and the contract term will be one year from Purchase Order issuance with provisions for extension requests based on force majeure circumstances. Subcontracting is permitted, and subcontractors must complete Minority Status Reports submitted with each invoice for payment. While the ITB documents do not explicitly establish set-aside designations for disadvantaged enterprises or specify an incumbent vendor, the requirement for subcontractor minority status reporting indicates consideration of diverse participation. No budget range or estimated award value is disclosed in the procurement documents. The contract does not reference integration with existing infrastructure or technology systems.
