About this file

This is a Questions & Answers Addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) Procurement Office in response to Solicitation No. FWC 25/26-90 for a Tosohatchee WMA Chemical Storage Building. The addendum addresses three key inquiries from prospective bidders regarding project feasibility and scope clarification. In response to concerns about meeting the original June 15, 2026 completion deadline, FWC has extended the target completion date to August 28, 2026, while still accepting bids with revised timelines. The scope of work includes furnishing and delivering the chemical storage structure with placement at the site; however, electrical connections to power sources will be arranged separately by FWC and are not the responsibility of the contractor. The sealed bid submission deadline remains 3:00 PM Eastern Time on Thursday, April 9, 2026, with public bid opening on the same date. Bid protests must be filed within the timeframe specified in Section 120.57(3), Florida Statutes, with the Purchasing Office located at 1875 Orange Avenue East, Tallahassee, Florida 32311-6160.

FWC clarified that no specific manufacturer or product serves as the basis for design; instead, bidders must submit proposals for buildings that meet or exceed the outlined specifications, ratings, and certifications developed in accordance with herbicide storage requirements and applicable local, state, and federal codes and regulations. The addendum does not disclose pricing information, set-asides, or incumbent vendor details. Bidders should note that the typical lead time for such structures is approximately 24 weeks, comprising 2-4 weeks for custom drawing creation and 18-20 weeks for production, with FWC's acceptance of the extended August 28, 2026 completion date intended to accommodate this manufacturing timeline.
