About this file
This is a Questions & Answers Addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) on April 2, 2026, for Solicitation No. FWC 25/26-90 regarding the Tosohatchee WMA Chemical Storage Building project. The addendum addresses three key bidder inquiries regarding project feasibility and scope clarification. The original completion deadline of June 15, 2026, has been extended to a target completion date of August 28, 2026, to accommodate the standard 24-week lead time required for building fabrication (2-4 weeks for custom drawings and 18-20 weeks for production). The scope of work includes furnishing and delivering the chemical storage structure with placement on-site, while the FWC will independently arrange electrical connections to power sources. All bid responses must be received by 3:00 PM Eastern Time on Thursday, April 9, 2026, with public bid opening occurring on the same date.
The addendum clarifies that no specific product manufacturer or basis of design has been identified, requiring all bids to meet or exceed the outlined technical specifications, ratings, and certifications developed in accordance with herbicide storage requirements and applicable local, state, and federal codes and regulations. Bidders must submit sealed proposals with all pricing on an F.O.B. destination basis inclusive of delivery and off-loading costs, with the award to be made to the responsive, responsible bidder offering the lowest total bid price. The contract will be for one year from Purchase Order issuance with extension provisions available under force majeure circumstances. All bidders must be pre-registered in both MyFloridaMarketPlace (MFMP) and SunBiz systems prior to bid opening, and subcontracting is permitted with required Minority Status Reports submitted with each invoice.
