About this opportunity
The Florida Department of Health (FDOH), Division of Children's Medical Services (CMS), Bureau of Early Steps is seeking to procure a proprietary professional learning platform from Torsh HIPAA Secure, Inc. to provide the Early Steps program access for the State Systemic Improvement Plan (SSIP). This platform allows local Early Steps providers participating in the SSIP project to upload videos of themselves engaging in Embedded Practices for Intervention with Caregivers (EPIC) strategies with the children and families they serve. The FDOH has determined that Torsh HIPAA Secure, Inc.'s platform is the only one that meets the security requirements of the SSIP project and is currently in use, requiring continuity of the system. The estimated dollar amount for this 1-year contract is $65,509.29, and prospective vendors are requested to provide information regarding their ability to supply the required services. If it is determined the services are only available from a single source, the agency will provide notice of its intended decision to enter a single-source purchase contract.
This procurement is limited to Torsh HIPAA Secure, Inc. as the incumbent vendor providing the existing platform in use for the SSIP project. There are no set-aside designations or restrictions on the type of organization that can respond, as this is a single-source procurement. The estimated budget range for this contract is $65,509.29 for a 1-year term.
