About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Health (FDOH), Division of Children's Medical Services (CMS), Bureau of Early Steps. The FDOH is seeking to purchase a proprietary professional learning platform from Torsh HIPAA Secure, Inc. to provide the Early Steps program access for the State Systemic Improvement Plan (SSIP). This platform allows local Early Steps providers participating in the SSIP project to upload videos of themselves engaging in Embedded Practices for Intervention with Caregivers (EPIC) strategies with the children and families they serve. The FDOH is requesting authorization to purchase this platform as a single source in accordance with Florida Administrative Code. The estimated dollar amount for this 1-year contract is $65,509.29.

The FDOH has determined that Torsh HIPAA Secure, Inc.'s platform is the only one that meets the security requirements of the SSIP project and is currently in use, requiring continuity of the system. Prospective vendors are requested to provide information regarding their ability to supply the required services, and if it is determined the services are only available from a single source, the agency will provide notice of its intended decision to enter a single-source purchase contract.
