About this opportunity

West Basin Municipal Water District is requesting proposals for Torrance Refinery Water Recycling Plant Programmable Logic Controller Replacements, with proposals due November 5, 2026, and mandatory pre-proposal conference and job walk on October 7, 2026. The RFP does not specify a contract value; respondents must submit detailed task-based pricing.

The scope includes replacement of three existing Modicon 984s and Modicon Quantum controllers with at least three Modicon M580 processors supporting remote input/output capability, PLC programming, HMI screen development, network and panel design, Factory and Site Acceptance Testing, training, and comprehensive documentation. Work encompasses Reverse Osmosis and Biofor SCADA system recommissioning across the Torrance Regional Water Recycling Plant facility in Torrance, California. Programming must follow standardized Schneider Electric EcoStruxure Control Expert development practices, ANSI/ISA-5.1-2024 tag naming conventions, and West Basin's comprehensive IC&E Standards; all code must be non-proprietary. Integration with the existing Emerson Ovation DCS system is required, with the contractor maintaining all existing historizing and alarming capabilities. The contractor serves as System Integrator responsible for panel design, PLC programming, Factory and Site Acceptance Testing, and commissioning, while demarcation with construction contractors occurs at field terminal blocks in PCS panels.

West Basin anticipates issuing a Notice of Recommended Award the week of November 9, 2026. Proposals must remain valid for 90 days from submission. Questions are due October 15, 2026, at 2:00 PM. The successful contractor must provide commercial general liability insurance of $2 million, business automobile liability of $2 million, workers' compensation of $1 million, and professional liability of $2 million.

Small Business Enterprise, Local Business Enterprise, and Veteran Owned Business Enterprise participants receive up to 10 total incentive points. West Basin reserves the right to reject all proposals, award to one or multiple respondents, and negotiate final contract terms with the selected respondent.
