1.1. Summary

Proposals are being accepted by West Basin Municipal Water District (West Basin), a

Municipal Water District, for Torrance Refinery Water Recycling Plant Programmable

Logic Controller Replacements.

1.2. Background

West Basin Municipal Water District (West Basin or District) is committed to providing reliable and resilient nitrified and reverse osmosis-treated recycled water supply from the Torrance Refinery Water Recycling Plant (TRWRP) to the Torrance Refinery

(TORC) for its cooling tower and boiler feed applications. To support that objective, the

District proactively identifies high-risk equipment to prevent unplanned failures. The three programmable logic controllers (PLCs) automating the processes behind the nitrified equipment and the reverse osmosis equipment have experienced several failures on critical components, disrupting operations. The existing controllers continue to operate with obsolete components that present a high risk of failure and minimal spare part availability. A concurrent failure of all three PLCs would result in a shutdown of the facility, potentially interrupting production for an extended period of time. To mitigate this risk, the District is moving forward with developing a Request for Proposals to solicit competitive proposals to design the replacement of the PLCs in question.

A. Description of Work https://teams.microsoft.com/meet/292933933423321?p=eO3Z5aTj8lhGRN2nEu https://teams.microsoft.com/meet/292933933423321?p=eO3Z5aTj8lhGRN2nEu

1. The Torrance Water Recycling Facility (TRWRP), located in Torrance, CA, is owned by the West Basin Municipal Water District (West Basin or District) and is operated by Jacobs (Contract Operator). The facility provides advanced treated recycled water (boiler feed) for industrial use, and nitrified, tertiary treated recycled water (nitrified) for cooling tower use. A pressurized microfiltration (MF) system provides pretreatment upstream of the reverse osmosis (RO) systems for refinery boiler feed treatment process and a biological filter (Biofor) provides treatment of tertiary recycled water for the nitrification process.

2. West Basin will be programmatically upgrading plant supervisory DCS controllers ("Category A" controllers), plant supervisory software, and related items as part of the larger long-term Distributed Control System (DCS)

Replacement project. To prepare for these efforts, and to mitigate the risk of obsolete process PLCs, this project aims to replace three (3) process-level

PLCS at the TRWRP. This project involves the replacement of the existing

Programmable Logic Controllers (PLCs) and associated Supervisory Control and Data Acquisition (SCADA) equipment and the recommissioning of the RO and Biofor system using the revised PLCs.

3. A System Integrator (SI) or other entity will:

a. Transfer and develop the new software and recommission the systems.

b. Design network and panel drawings; transfer control logic from existing controllers, develop detailed HMI screens, reports, etc.

a. TRWRP RO, Nitrification Product, and Biofor PLCs were configured as

"Category B" controllers passing control up to the DCS. This project will maintain DCS communication and controls, and may include DCS modifications. Controls should be maintained both via the plant control room and remotely from the main control room at the Edward C Little

Water Recycling Facility (ECLWRF) in El Segundo, CA via the DCS.

b. The DCS system is an Emerson Ovation system.

2. West Basin has provided examples of HMI screens that have been developed for monitoring of the systems by the West Basin DCS. These screenshots illustrate some of the information exchange from the PLCs to the West Basin

DCS. Not all functions associated with the operation of the systems are available at the West Basin DCS. Refer to Attachment B - West Basin DCS

System Tags for the listing of information exchanged.

3. The SI shall conduct a baseline field loop check of all existing inputs and outputs for all equipment.

4. The SI shall reference existing logic within the existing PLCs to transfer to the new controllers.

5. The SI shall conduct a factory acceptance test to verify design and control with attendance from the District and Contract Operator.
