About this opportunity
The Texas Department of Public Safety is requesting bids for the creation of four unique art pieces for custom commemorative hat boxes under IFB 26R0015190, with bids due August 20, 2026 at 5:00 p.m. Central Time and an anticipated award date of August 27, 2026.
The scope is artwork design for 15.5" × 18" cardboard boxes to hold hats, intended for a new DPS training academy opening in Florence, Texas in Fall 2027. The artwork will be printed onto the boxes; vendors must provide four distinct art pieces with allowances for revisions to each piece as specified in the Mandatory Pricing Schedule. Contractors must provide evidence of financial resources and ability to perform, including audited financial statements for the previous two years, a Dun & Bradstreet Business Information Report, or a detailed statement of financial stability with supporting documentation. Vendors must also provide a minimum of three references from similar past contracts or projects, including contact information, project dates, deliverables, costs, and scope of work.
The contract term is one year from the effective date, with DPS reserving the right to extend continued performance for no more than a six-month period if necessary for re-advertising, awarding a new contract, or transitioning into a new contract. The contract is contingent on the availability of DPS's funding source. Pricing submitted on the Mandatory Pricing Schedule represents the contractor's sole compensation with no guaranteed minimum; DPS will not authorize invoice submission until the Contract Monitor provides written approval accepting the commodities or services.
Evaluation is on a best-value basis. All bids and content provided by bidders are considered property of DPS for use throughout the life of any resulting contract. Bidders must submit responses electronically to DPS_Solicit_Response@dps.texas.gov or via the optional DPS Online Bid Room, with registration requiring up to two business days to receive login credentials. Submission must include the Information and Certifications Form, IRS Form W-9, and the Texas Identification Number Application (AP-152).
