About this file
This is an addendum to an Invitation for Bid (IFB) issued by the Texas Department of Public Safety for the creation of commemorative hat box artwork. The scope of work involves designing four unique art pieces for custom 15.5" × 18" cardboard boxes intended to hold hats for a new DPS training academy opening in Florence, Texas in Fall 2027. The artwork will be printed directly onto the boxes, with vendors required to provide four distinct designs and accommodate revisions to each piece as specified in the Mandatory Pricing Schedule. Bids are due August 20, 2026 at 5:00 p.m. Central Time, with an anticipated contract award date of August 27, 2026. The contract term is one year from the effective date, with DPS retaining the right to extend performance for an additional six-month period if necessary for re-advertising, awarding a new contract, or transitioning services.
Pricing submitted on the Mandatory Pricing Schedule represents the contractor's sole compensation with no guaranteed minimum payment. Contractors must submit evidence of financial resources and ability to perform, including audited financial statements from the previous two years, a Dun & Bradstreet Business Information Report, or a detailed statement of financial stability with supporting documentation. Vendors must provide a minimum of three references from similar past contracts or projects with contact information, project dates, deliverables, costs, and scope of work. The contract is contingent on the availability of DPS's funding source, and all bids and content provided by bidders become property of DPS for use throughout the life of any resulting contract. Evaluation will be conducted on a best-value basis. Bidders must submit responses electronically to DPS_Solicit_Response@dps.texas.gov or through the optional DPS Online Bid Room, along with the Information and Certifications Form, IRS Form W-9, and the Texas Identification Number Application (AP-152).

Questions and Answers
Q Will the manufacturing and printing of the boxes be released as a separate solicitation similar to the artwork portion? If so, do you have an anticipated timeframe for when that opportunity may be posted?
a. Yes, this project is split into two solicitations. This solicitation, 405-26R0015190, is only for the art, and a second solicitation will be for the printing and manufacturing of the boxes. DPS does not yet have an estimated timeframe for solicitation posting, but will require delivered boxes in Summer of 2027.
