About this file
This Scope of Work document pertains to the Texas Department of Public Safety's procurement for a TOD DPS Commemorative Hat Box. The project involves the design, production, and delivery of commemorative hat boxes for the department. The SOW outlines the specifications, quality standards, and delivery requirements for the boxes, which are to be produced according to approved designs and samples. Bidders must comply with all stated specifications regarding materials, dimensions, printing quality, and packaging. The document establishes performance standards for the vendor and defines the acceptance criteria for the finished product, including inspection and quality assurance procedures that must be followed throughout the manufacturing and delivery process.
The pricing structure requires vendors to submit competitive bids for the complete production and delivery of the commemorative hat boxes. Payment terms and conditions are contingent upon successful completion and acceptance of the product according to the specifications outlined in the SOW. The procurement may include volume commitments and delivery schedules with specific timeline requirements. The document establishes the framework for vendor selection based on responsiveness to the specifications, quality capability, and cost competitiveness. All work must comply with applicable state regulations and purchasing requirements for Texas Department of Public Safety contracts.

STATEMENT OF WORK (SOW)
Department of Public Safety (DPS) Logistics & Support Services
I. PURPOSE
1. Project Overview & Background
The Texas Department of Public Safety (DPS) is establishing a new training academy in Florence, Texas, scheduled for completion in Fall 2027. To commemorate the move of the new academy, the Training Operations Division (TOD) is seeking a qualified contractor to create artwork for custom “commemorative” hat boxes that DPS will then have manufactured, with the goal to have a separate and unique image for each of the four hat boxes. The contractor’s artwork will be used by a box manufacturer and printed onto 15.5” x 18” cardboard boxes fabricated to hold the hats.
2. Scope of Work & Deliverables
The selected contractor will be responsible for the initial design and delivery of concept pieces, and will collaborate with the DPS contract monitor to make changes and revisions to the artwork if needed. No hats or boxes are required from the contractor. The boxes will be obtained through a separate solicitation that includes the awarded vendor’s art from this solicitation. Hats will be provided and inserted by DPS upon delivery of the completed boxes.
• Solicitation Phase:
o To be considered for a contract award, interested vendors must submit a minimum of three (3) samples of prior artwork that align with the requested style. DPS will select and award the contract to the vendor whose portfolio most closely matches the artistic direction required for the post-award project.
o Submit portfolio and other necessary solicitation documents with bid response.
o Upon the closing date of the solicitation, DPS will review vendor responsiveness and evaluate portfolios.
o DPS will select a vendor based on best value under the evaluation criteria of this solicitation.
• Design Phase (Post Award):
o Design four (4) unique art pieces to be printed on custom felt hat boxes measuring 15.5” x 18”.
o These designs must be of maximum possible quality and resolution due to the size of their eventual printing.
o These designs must incorporate all artwork options listed in Section II to allow for DPS evaluation and final selection of features.
o During the Design Phase, artwork may/will be proposed, edited and agreed upon prior to a lock of a final draft.
o The selected vendor can assume a maximum of three (3) revisions on each of the four (4) original concept pieces.
o Pricing of additional revisions shall be included in the vendor’s pricing submitted with their bid.
• Delivery Phase:
o The contractor will finalize the latest mutually agreed revision and deliver the four
(4) unique final versions as digital files in either (PDF, JPEG, JPG, PNG) o The awarded vendor’s art will be used in a new solicitation for the production of the custom felt hat boxes.
3. Contractor Incentives & Opportunities
• Event Presence: The selected contractor will be granted space at the large-scale all-day grand opening event and separate ribbon cutting event in Fall 2027 to display their artwork, portfolio, and business cards. Any potential sales of artwork would have to occur off state property, outside of and independent of the DPS event. Any such sales cannot include artwork from this solicitation.
• The artist’ presence at the event does not constitute a state endorsement of their artwork.
II. Box Artwork & Design
1. Illustrative Theme: The selected contractor shall submit a minimum of four unique art pieces themed after Alex Ebel’s vintage advertising illustrations, and should blend realistic Texas DPS law enforcement related imagery with stylized, dramatic composition.
2. Historical Accuracy: Imagery must respectfully represent the historical evolution or current Trooper providing service of the Texas Department of Public Safety, ensuring uniforms, vehicles, and equipment depicted in the artwork are historically congruent with the Department’s archives. DPS may provide official images, designs, or logos to the contractor upon request.
a. Image may display a Trooper wearing straw or felt hat
b. Short or long sleeve uniform is authorized but:
i. If wearing short sleeves, the Trooper must wear straw hat.
ii. If wearing long sleeves, the Trooper must wear a blue tie and felt hat.
3. Design and Inspiration: Images can be presented in any medium. The inspiration for the art request is derived from Alex Ebel’s art from the 1980 Nacona boots advertisement campaign. While the Division requests original artwork that is highly inspired by, and in a style similar to, Alex Ebel’s Nacona boots advertisement campaign, the Division is open to additional concepts. The Division would like the use of similar color temperature and brushstroke techniques, but the composition and subject of the art pieces should not directly replicate existing artwork. Below are suggestions and examples of what the proposed art should consist of:
a. Any Division of TXDPS may be depicted. The more variety, the better.
b. The designs must not include recognizable faces.
c. Artwork may be photo realistic or stylized, but should avoid “cartoonish” styles.
d. Images don’t have to feature the hat contained in the box.
e. Images can be extremely close up if they portray a specific action (example:
hands holding steering wheel during vehicle pursuit).
f. It is preferred that the art be an “action” image depicting DPS commissioned personnel engaged in normal duties. Examples include:
i. A Trooper working a crash or helping someone in an emergency
ii. A Trooper helping a civilian or a small child
iii. A Trooper or Troopers graduating
iv. A Trooper making a high-risk felony stop
v. A Trooper making an arrest
vi. A Trooper and Ranger working together
vii. A Trooper in a vehicle pursuit
III. Contractor Product Requirements
Artist shall not make any type of duplicates of the final Artwork, nor shall the Artist grant permission to others to do so without written permission of DPS. Artist grants to DPS an irrevocable and exclusive license to reproduce the Artwork, and DPS reserves the right to reproduce the Artwork for non-commercial purposes. For the purposes of this Agreement, the following is deemed to be reproduction for a non-commercial purpose: solicitation of a vendor to print the artwork on commemorative hat boxes and other items, as determined by DPS, for the grand opening of the DPS’s new facility in Florence, Texas. Any reproductions of the Work by DPS shall contain a credit to the Artist as follows: (Artist's name), (date of completion of work). The parties agree that for the purposes of the copyright law, the Artwork produced hereunder is a work of fine art and (Artist’s name) is the “Author”. Notwithstanding the above, the Artist retains the limited, non-exclusive right to photograph the Artwork and reproduce the image of the Artwork for the sole purpose of personal portfolio display, self-promotion, and inclusion in an artist retrospective, provided such reproductions are not made for direct commercial sale."
The artwork referenced above are examples of style and theme that DPS would like the contractor to use as inspiration for the box artwork. The Division asks that no written designation should brand the box with the name of the Department, nor any Division of the Department. Examples of designation to avoid include “Texas Department of Public Safety” or
“Texas Highway Patrol” unless this designation is displayed on a vehicle or uniform. The Department also asks that the image avoids any unit or department seals or patches that don’t flow with the image. There shall not be any Department seal or patch of any division on the images unless it is part of the depiction. An authorized example would be the depiction of a Trooper wearing a uniform with the patch on the shoulder, but a “Highway Patrol” patch floating in empty space within the image is not permitted. The images for printing and screening will be approved by DPS once the bid is secured
For a contractor bid to be considered for award, DPS will require the following:
1. A submission of 3–5 portfolio samples that closely align with the aesthetic and technical style described in this brief to demonstrate proficiency.
2. Conformity with all other Solicitation requirements and deliverables.
