The Department anticipates Notice of Intent to Award by October 30, 2026.

The scope requires administering the National Core Indicators-Aging and Disabilities Survey, National Core Indicators-Intellectual and Developmental Disabilities Survey, and Children's Waiver Satisfaction Survey on a rotating basis by state fiscal year. The maximum budget is $400,000 for State Fiscal Year 2026-27 and $340,000 for each subsequent year through 2030-31. Proposals exceeding the SFY 2026-27 budget cap will be rejected without further consideration. Compensation is structured as fixed fees for deliverables plus monthly survey payments calculated by multiplying the number of completed surveys monthly by an established survey rate. The contract begins approximately 60 calendar days after public solicitation and extends through June 30, 2027, with anticipated total duration not exceeding five years. The Department will evaluate proposals on organizational experience, technical approach, sample management capabilities, overall risk to the state, and price. Pricing must be firm and submitted via the provided pricing worksheet. Offerors must comply with Colorado Secretary of State registration, provide a W-9 form, financial strength statement, and certificates of insurance prior to award.
