About this opportunity

The Tiverton Public Library is seeking a contractor for the "Learning Landscape Phase I" project, a public works construction initiative located in Newport County, Rhode Island. The procurement involves comprehensive landscape improvements at 34 Roosevelt Avenue, specifically requiring installation of a walkway, story walk signs, fencing, a boulder retaining wall, and associated plantings. Bidders must provide all labor, equipment, and materials to complete the project according to detailed specifications outlined in the bid documents. The sealed bid submission deadline is July 28, 2025, at 4:00 PM EST, with a mandatory pre-bid conference and site visit scheduled for July 8th at 10:30 AM EST. Contractors must demonstrate capabilities in landscape construction, provide comprehensive documentation including bid bonds, references, staff and equipment lists, and non-collusive bidding certifications. Evaluation criteria will likely include technical competence, project understanding, proposed methodology, and overall bid responsiveness. The project requires strict adherence to prevailing wage rates determined by the Rhode Island State Department of Labor and Training, and contractors must complete all work within 30 consecutive calendar days from project commencement.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly noted in the provided documents. The project does not indicate any incumbent vendors or require integration with existing infrastructure. The total project budget is capped at $100,000, funded through a grant, with liquidated damages of $500 per calendar day for project delays. Bidders must provide comprehensive insurance coverages, including workers' compensation, comprehensive general liability, and automobile policies. The Owner reserves the right to reject any or all bids and to award the contract to the most advantageous bidder, with submitted bids remaining firm for 90 days after receipt. The bid set includes multiple alternates for planting, providing the owner flexibility in implementation, such as base bid planting preparation and optional specific shrub and meadow plug plantings featuring native species. Contractors will be expected to submit product samples, conduct field verifications, and coordinate closely with the landscape architect throughout the implementation process.
