About this opportunity
The Tiverton Public Library is seeking bids for the "Learning Landscape Phase I" project, a public works construction initiative located at 34 Roosevelt Avenue in Tiverton, Rhode Island, within Newport County. The procurement involves comprehensive site renovation, including installation of a walkway, story walk signs, fencing, a boulder retaining wall, and associated landscaping elements. Deliverables include precise site preparation, path construction, signage installation, and plantings that will transform the library's outdoor environment into an enhanced learning landscape. Sealed bids are due by 4:00 PM EST on Monday, September 29, 2025, with a mandatory pre-bid conference and site visit scheduled for Monday, September 8 at 11:00 AM EST. Contractors must provide all labor, equipment, and materials necessary for complete installation, and the project requires completion within 30 calendar days from the notice to proceed. Evaluation criteria include bid responsiveness, technical capabilities, and compliance with project specifications. Bidders must submit a bid bond or certified check for 5% of the total bid amount.
The procurement encourages participation from minority-owned businesses (MBE), women-owned businesses (WBE), and small businesses (SBE). Contractors must comply with prevailing wage standards from the Rhode Island Department of Labor and provide comprehensive insurance coverage, including general liability, workers' compensation, and automotive policies. The project is funded through a grant with a maximum budget of $100,000, and the successful contractor will be required to provide a 100% performance bond. Liquidated damages are set at $500 per calendar day for project delays. The contract includes unit pricing for various project elements, with optional alternates for tree transplanting and additional planting bed preparation. While no incumbent vendors are specified, the project requires careful integration with the existing library site and preservation of current landscape features. Interested contractors should carefully review the detailed construction documents, which provide comprehensive technical specifications for site preparation, materials, and construction methodologies.
