The program provides part-time, paid community service training positions for unemployed, low-income individuals aged 55 years and older who have poor employment prospects, placing participants with host agencies—typically nonprofit organizations or public entities—where they receive on-the-job training and work experience. Respondents must have a minimum of five years of experience serving the targeted population and must be authorized to do business in Orange County, California. Services must be provided countywide with the proposed primary service location at 675 Placentia Ave., 3rd Floor, Brea, CA 92821; if multiple locations are used, at least one must be a comprehensive, specialized, or affiliate American Job Center (AJCC) within Orange County. The question submission deadline is November 27, 2026, at 2:00 p.m., with proposals due electronically by December 8, 2026, at 2:00 p.m. Proposal evaluations are scheduled for December 14, 2026. All responses must be submitted exclusively through the County's eProcurement Portal; facsimile and email submissions are not permitted. The contract term is for the fiscal period July 1, 2027, through June 30, 2028.
The total estimated funding available under this RFP is $776,103 to serve approximately 39 modified participant positions, with funding contingent on federal, State, and County fund availability. A minimum of 79 percent of funds must be allocated to participant wages and fringe benefits, and no more than 15 percent may be used for indirect costs. The Subrecipient must also meet matching contribution requirements determined by both the California Department of Aging (CDA) and the County, which may be satisfied through cash and/or in-kind contributions. Respondents must demonstrate federal compliance, including good standing and not being debarred or suspended from receiving federal funds, and must provide proof of registration in the System of Award Management (SAM), a current D-U-N-S number, proof of insurance with general liability of not less than $1,000,000 per occurrence, and either a single audit report (for organizations expending $1,000,000 or more in federal funds annually) or two years of audited financial statements (FY 2024-25 and FY 2025-26). Nonprofit applicants must also submit their latest IRS Form 990. The County reserves the right to conduct reference checks, request best and final offers, make multiple awards, and defer contract award for up to 180 days.
