About this opportunity

The County of San Mateo Human Resources Department has issued an Informal Request for Proposals (RFP) for Title I ADA Services to support Americans with Disabilities Act (ADA) and California Fair Employment and Housing Act (FEHA) compliance efforts. The procurement seeks qualified vendors and consultants to provide professional services including case management of accommodation requests, facilitation of interactive process meetings, analysis of medical documentation, development of individualized accommodation recommendations, support for complex cases involving psychological or non-visible disabilities, preparation of compliant written communications, and coordination with departmental representatives. Services may be provided on an as-needed basis for overflow support, specialized expertise, or high-volume periods. Minimum qualifications require proposers to have provided similar services for a minimum of four years within the last seven years, maintain an account manager with at least two years of relevant experience within the last five years, and be registered with the System for Award Management (SAM.gov). Proposals will be evaluated based on project approach (10.5%), firm qualifications (26.3%), team qualifications (21.1%), and price (31.6%). The RFP was released on April 30, 2026, with proposals due by 5:00 p.m. on May 28, 2026, via the eProcurement portal. Interviews are tentatively scheduled for June 4, 2026, with an anticipated contract award date of June 11, 2026.

The contract term is three years with one optional extension of up to two years exercisable at the County's sole discretion upon thirty days' written notice. Preferential points are available under the County's Procurement Preference for Local Businesses and Local Non-Profits Ordinance, with local businesses and non-profits receiving a five percent preference, and small or micro businesses or non-profits receiving an additional three percent preference (eight percent total) or five percent preference (ten percent total), respectively. Proposals must include firm qualifications, team qualifications with resumes, three client references from recent projects preferably from public agencies, and a separate fee proposal. The County reserves the right to accept other than the lowest priced offer and will award the contract to the responsive, responsible proposer offering the overall best value. No pre-proposal conference or site visit is scheduled. Specific budget ranges or award values have not been disclosed in the available procurement documentation.

Opportunity text

The Americans with Disabilities Act of 1990 (ADA) and California Fair Employment and Housing Act (FEHA) prohibit employment discrimination on the basis of disability. The County of San Mateo (County) is committed to ensuring that qualified applicants and employees with disabilities are not excluded from participation in, denied the benefits of, or otherwise subjected to discrimination in employment.

Consistent with applicable federal and state laws, the County provides reasonable accommodations to qualified individuals with disabilities, provided such accommodations do not impose an undue hardship on County operations. The County's ADA Title I Accommodations Unit partners with departments, applicants, and employees to facilitate the interactive process and identify effective, individualized accommodation solutions.

The County is seeking qualified vendors and consultants to provide professional services to support ADA/FEHA compliance efforts, particularly in managing increased caseloads and complex matters.
