About this opportunity
The Greater Dayton Regional Transit Authority (RTA) is issuing an Invitation for Bid (IFB No. GD 26-28) for an eight-year tire lease and maintenance contract to service its fleet of 258 transit buses, including standard transit buses, overhead catenary wire trolley buses, and paratransit buses. The procurement encompasses tire leasing and servicing for three tire groups: Group A (B305/85R22.5 tires for 35' and 40' Gilligs and trolleys), Group C (B275/70R22.5 tires for 30' hybrids and New Flyer buses), and Group D (225/75R-16 tires for Glaval buses), with all buses requiring six wheels per unit. The contract also includes labor services consisting of 80 hours per week over 52 weeks annually for tire maintenance and support. Current year pricing totals $605,492.70, comprising tire mileage charges of $347,990.29 based on annual mileage estimates (5,107,712 miles for Group A, 717,030 miles for Group C, and 1,976,906 miles for Group D) and service labor costs of $258,502.40. The RTA has scheduled a non-mandatory pre-bid conference for May 28, 2026, at 10:00 am at 600 Longworth Drive, Dayton, Ohio; the final deadline for questions and approved equals requests is June 2, 2026, at 5:00 pm, with RTA responses provided on June 4, 2026. Bids must be submitted exclusively through OpenGov before 11:00 am Eastern time on Tuesday, June 9, 2026, with public bid opening at 4 S. Main Street, Dayton, Ohio at the same time. Contractors must demonstrate qualification to service the specified tire types across various bus makes and models from 1998 to 2025 and maintain compliance with RTA's comprehensive insurance, safety, and operational requirements.
There are no set-aside designations for disadvantaged business enterprises; however, the RTA welcomes DBE participation regardless of the zero percent DBE participation requirement for this project. All bidders must certify they are not on the U.S. Comptroller General's Consolidated List of ineligible contractors, and manufacturers appearing on said list will be considered ineligible. The procurement is funded in whole or in part with federal funds under a financial assistance contract between the RTA and the United States Department of Transportation's Urban Mass Transportation Administration Act of 1964. Contractors must comply with equal employment opportunity requirements, nondiscrimination provisions based on protected characteristics, and Executive Order 11246, and must cooperate in meeting the RTA's disadvantaged business enterprise utilization goals. No incumbent vendor or current contractor information is provided in the solicitation documents. The contract value for the current year is $605,492.70, with pricing for optional years two through eight to be proposed by bidders, creating a potential aggregate value exceeding $4.8 million over the full eight-year term based on the current year baseline.
