About this opportunity
The Wyoming Department of Environmental Quality Air Quality Division (DEQ-AQD) is seeking a contractor to execute the Thunder Basin Ambient Air Monitoring Project through a Request for Proposal (RFP) issued by the state's General Services Division Procurement Section. The project requires comprehensive ambient air monitoring services for a station located approximately 30 miles north of Gillette, Wyoming, with a two-year initial contract period and potential renewal options extending up to six years total. Key deliverables include purchasing new monitoring equipment (PM10 monitor, datalogger, and precipitation gauge), conducting continuous monitoring of ambient air and meteorological parameters, performing monthly site maintenance, and producing quarterly and annual data reports. Proposers will be evaluated based on experience, technical approach, quality systems, and cost, with a comprehensive scoring methodology outlined in the RFP. Critical procurement dates include a May 19, 2025 deadline for submitting written questions through the Public Purchase online bidding system, a proposal submission deadline of June 20, 2025 at 2:00 PM Mountain Time, a tentative award date of July 8, 2025, and a project start date of January 1, 2026.
The RFP does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The monitoring project will serve multiple stakeholders, including DEQ-AQD, air quality permit applicants, EPA, federal land managers, and the general public, with data to be transmitted near real-time and integrated into public information systems like WyVisNet and EPA's AirNow platform. While a specific budget range is not definitively stated, proposers are required to submit separate cost quotes with and without a new monitoring shelter, indicating flexibility in potential contract value. The monitoring station will collect comprehensive environmental data including ozone, nitrogen dioxide, particulate matter, and various meteorological parameters, suggesting a sophisticated technical requirement that will likely favor vendors with demonstrated environmental monitoring expertise. Interested bidders must register and submit all documentation through the Public Purchase online bidding system, with no alternative submission methods permitted.
