About this opportunity
The City of Austin, operating as Austin Energy, is procuring three-phase pad-mounted distribution transformers on an as-needed basis through Request for Proposals (RFP) 1100 EAL3030. The solicitation seeks qualified contractors to supply transformers ranging from 75 kVA to 2500 kVA in various voltage configurations (208Y/120V and 480Y/277V secondary voltages at 12.47KV primary), with an estimated annual usage of 285 units across 20 different transformer configurations. Prospective contractors must demonstrate a minimum of five years of experience in manufacturing and selling three-phase pad-mounted distribution transformers and must be a manufacturer, authorized distributor, or supplier of the products offered. All transformers must comply with Specification E-0649, which establishes comprehensive technical requirements including fusing systems, bushings, terminals, material specifications, tank construction, and compliance with Department of Energy efficiency ratings under 10 CFR Part 431 and applicable IEEE, ANSI, and NEMA standards. Evaluation criteria include technical understanding (10 points), delivery lead time (30 points), prior experience and personnel (10 points), price proposal based on total annual owning cost (30 points), and optional local and small business preferences (up to 10 points each), with the total owning cost including bid price plus calculated adders for energy losses at $6.461 per watt for no-load losses and $3.379 per watt for load losses. A non-mandatory pre-offer conference is scheduled for April 2, 2026, at 9:00 a.m. CT via Microsoft Teams; written questions are due five days prior to the proposal deadline; and proposals are due April 21, 2026, at 2:00 p.m. CT with offer opening at 3:00 p.m. CT the same date.
The City of Austin maintains optional Local Business Preference and Small Business Preference Procurement Programs that may apply to this solicitation, with local businesses defined as those headquartered within the Austin-Round Rock-San Marcos Metropolitan Statistical Area; however, no mandatory set-asides or M/WBE subcontracting goals were assigned due to insufficient subcontracting opportunities. All offerors must comply with wage theft certification requirements and comply with the City's Anti-Lobbying Ordinance during the no-lobbying period, which extends from the March 30, 2026 solicitation posting date through 60 days following Council authorization or contract execution. The solicitation does not identify any incumbent vendors or current contractors. Delivery is required to the Decker Yard facility (10001 Decker Lane, Austin, TX 78724) during business hours (Monday-Friday, 7:00 a.m. to 2:00 p.m.) with 24-hour advance notice, and the City expects a minimum on-time delivery rate of 95 percent. The initial contract term is 24 months with the option for up to three additional 12-month renewal periods at the City's sole discretion, with all prices remaining firm throughout the contract term and any renewal periods. No specific award value or budget range is detailed in the solicitation documents; however, pricing submittal forms require bidders to provide unit pricing for each of the 20 transformer line items with associated lead times ranging from 1 to 55 weeks.
