About this opportunity
The Florida Fish and Wildlife Conservation Commission is requesting competitive bids for the replacement of a five-barrel CMP culvert structure and control gates at Three Lakes G-111 under ITB FWC 26.27-10C, with sealed bids due October 6, 2026 (note: the ITB document specifies October 13, 2026 at 4:00 PM ET as the binding deadline; see timeline below for reconciliation). Attendance at a mandatory pre-bid conference and site visit on September 1, 2026 at 11:00 AM ET is required for bid responsiveness.
The scope includes constructing a cast-in-place five-barrel reinforced concrete box culvert structure with reinforced concrete headwalls and rip-rap blankets upstream and downstream, plus a temporary steel sheetpile cofferdam with dewatering system to enable dry construction in the dry. Work is performed in Osceola County (the opportunity header references Leon County; the ITB names Osceola County as the project location).
The estimated budget is $3.5 million. Contractors with contract sums of $500,000 or more must demonstrate successful completion of at least two similar projects within the last three years, provide a named superintendent for on-site field supervision, and perform no less than 15% of management and construction work with their own employees. A bid guarantee of not less than 5% of the bid amount and 100% Performance and Labor and Material Payment Bonds are required. Insurance must include Commercial General Liability ($1 million per occurrence / $2 million aggregate), Commercial Automobile Liability ($1 million combined single limit), and Workers' Compensation coverage. Work must commence within ten calendar days of the Notice to Proceed.
The FWC encourages diversity in procurement and strongly recommends bidders consider the State of Florida Mentor Protégé Program and subcontracting with certified minority, women, and veteran-owned business enterprises. All vendors must be registered in MyFloridaMarketPlace and with SunBiz prior to bid opening. Written questions are due September 15, 2026 at 5:00 PM ET, with responses anticipated by September 29, 2026. Sealed bids are due October 13, 2026 at 4:00 PM ET, with public bid opening the same date and anticipated award October 20, 2026. No small unmanned aircraft systems or drones are permitted at the project site.
