FWC 26.27-10C Addendum 1 Q&A Summary
This is a Questions and Answers addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 26.27-10C, titled "Three Lakes G111 Replacement." The project involves the replacement of a five-barrel corrugated metal pipe (CMP) culvert structure with a cast-in-place five-barrel reinforced concrete box culvert structure, including reinforced concrete headwalls, rip-rap blankets, temporary steel sheetpile cofferdam, and dewatering systems. The work is located at Three Lakes Wildlife Management Area in Osceola County, Florida. All bid responses must be received by 4:00 PM ET on October 13, 2026. Construction cannot begin before December 14, 2026, with permitted work hours being Monday through Friday from 7:00 AM to 7:00 PM, with potential weekend work available upon request. The Notice to Proceed for permitting will be issued upon contract execution, while the Notice to Proceed for construction will be issued after all permits have been obtained by the contractor.
Key clarifications provided in this addendum address dewatering operations, material procurement, structural design, equipment access, and construction sequencing. The 60-day active dewatering period begins upon achievement of a dry work area, with no extension beyond this timeframe permitted regardless of weather events or elevated water stages. Material storage will be designated during the preconstruction meeting, with on-site delivered materials being chargeable. The bypass channel must remain active throughout the entire contract period. Precast box culverts are acceptable subject to FWC review and approval. Slide gate actuators are mechanical rather than electrical. Access to the project site is from the south entrance to the Wildlife Management Area, which contains no weight-restricted structures. Contractors are responsible for verifying survey control, repairing road damage to pre-existing conditions, and disposing of all excavated materials not reused on site. Permit modifications for construction sequencing or dewatering duration will not be allowed.

QUESTION #37
New Cofferdam – On Sheet S-001 “STRUCTURES HAVE BEEN DESIGNED FOR OPERATIONAL, HYDROSTATIC, AND BACKFILL LOADS ON THE COMPLETED STRUCTURES. DURING CONSTRUCTION, THE STRUCTURES SHALL BE PROTECTED FROM ALL CONSTRUCTION LOADS BY BRACING AND BALANCING UNTIL ALL STRUCTURAL ELEMENTS ARE IN PLACE, AND ALL CONCRETE HAS REACHED THE SPECIFIED 28 DAY COMPRESSIVE STRENGTH.
OVERLOADING OF ANY STRUCTURAL ELEMENT IS PROHIBITED…” Due to the time limit of the current dewatering permit of 60 days, our question is whether or not the same crane used to install the temporary sheet pile wall can traverse over top of the newly, partially constructed box culvert so long as it is at 28-day strength and the dewatering milestones A-G (Per Sheet C-202) are reached prior to crane relocation?

This is a contractor responsibilty to manage and mitigate. Any damage incurred during the construction process is the contractors responsibility to repair and must be repaired prior to FWC acceptance of the final product.

QUESTION #38
On plan sheet C-202 the list of items to be completed within 60 calendar days includes slide gate frames. Since these frames ship with the slide gates which are long-lead procurement items, will FF&WCC be providing a procurement duration prior to the start of contract time to ensure the slide gates are on-site prior to construction start?
ANSWER #38
Slide gate frames would be easier to install in the dry, however the contractor can elect to install in the wet depending on procurment and manufacturing schedules, both of which are contractor responsibilities.
QUESTION #39
If no procurement time is afforded to the contractor, is it the intent of FF&WCC to have the contractor remove the dewatering coffer dams at the 60-day period and then re-install the cofferdams for the 5 slide gate installations?
ANSWER #39
See response to question 38
