About this opportunity
The City of Philadelphia's Department of Behavioral Health and Intellectual Disabilities Services (DBHIDS) is requesting proposals for intranet modernization services, with proposals due September 30, 2026 at 5:00 PM and questions due by September 21, 2026. Although the Office of Economic Opportunity has determined that no mandatory Small Business Enterprise (SBE) or Local Business Entity (LBE) participation ranges apply to this project, respondents must exercise best and good faith efforts to include SBEs, LBEs, or SBE/LBE partnerships in their proposals and must submit a completed Solicitation & Participation Form documenting all solicitation efforts and commitments.
The scope encompasses end-to-end design, configuration, implementation, and support of a centralized intranet platform built within the City's existing Microsoft 365 environment using SharePoint Online. Deliverables include requirements discovery, information architecture design, content migration from the current intranet, governance framework development, role-based permissions configuration, workflow automation, accessibility and security compliance, pilot implementation, comprehensive testing, user training, and one year of post-implementation warranty and maintenance support. Proposals must include fixed-price costs organized by project-management, discovery, design, configuration, testing, training, documentation, and deployment line items, with separate optional pricing for additional support years (up to five total), ongoing monthly content management, dashboard implementation, and any custom development or third-party products. Applicants must demonstrate a minimum three years of experience in SharePoint Online implementations, Microsoft 365 architecture, information architecture, WCAG accessibility compliance, content migration, security and privacy controls, workflow development, and enterprise project management. Public sector and healthcare experience, particularly with HIPAA-regulated environments, is strongly preferred.
The City will evaluate proposals on technical qualifications, prior comparable project experience, financial capacity, proposed methodology, solution quality, cost-effectiveness, and commitment to small and local business participation. The anticipated project start date is October 15, 2026. No pre-proposal meeting will be held. Applicants must comply with Philadelphia Code Chapter 17-1400 requirements, including campaign contribution disclosures, tax and regulatory status clearance, and equal-benefits ordinance provisions for service contracts exceeding $250,000.
