About this opportunity
This bid has been cancelled. The Maine Department of Inland, Fisheries and Wildlife issued an RFB for avionics installation services on a 1981 Cessna A185F aircraft, with the solicitation posted and cancelled on July 2, 2013.
The scope consisted of installation of new Garmin avionics equipment including an AERA560 portable GPS, GMA340 audio panel, GTN650 GPS/Nav/Comm/WAAS unit, GI106A Nav CDI, GNC255 Nav/Comm, GTX327 transponder, TCI SSD120-30N-RS232 encoder, and dual Comant CI121 comm antennas. The installation required all new wiring while utilizing existing hardware such as circuit breakers and speaker systems, removal and labeling of existing King and Garmin equipment for return with the aircraft, updated equipment lists, three weight and balance amendments for different configurations (floats, wheels, and skis), and warranty registrations. All equipment was to be new and previously uninstalled. Work was to comply with FAA regulations including manufacturer STCs, AMLs, FAR Part 43, FAR Part 91, and FAR Part 91.217(b) standards for altitude reporting and transponder certification. The aircraft was based at Greenville Municipal Airport (3B1) and could be transported to any Maine location within 100 nautical miles for installation. Additional repairs to the static system or replacement of related components not included in the quoted price would be billed separately with prior written approval.
Bidders were required to submit quotations electronically through the State of Maine's Vendor Self Service (VSS) platform by 2:00 p.m. local time on the deadline. Award was to be made on lowest priced conforming bid or best value considering quality, conformity with specifications, delivery time, and ultimate cost to the state, with price receiving a minimum of 25 percent weight.
