About this opportunity

Montgomery County Risk Management Department in Tennessee is requesting proposals for a third-party claims administrator (TPA) to support the county's self-insured on-the-job injury program, with proposals due June 26, 2026. The procurement also includes an integrated on-the-job injury reporting system that must interface with the claims management platform and comply with OSHA reporting standards.

The scope requires a qualified TPA experienced in workers' compensation claims administration for public sector self-insured programs, positioned as a collaborative partner in reducing workplace injuries and managing claims efficiently rather than a transactional service provider. The TPA must demonstrate capability to manage the county's internal assumption of financial risk for on-the-job injuries and deliver integrated system functionality linking claims data to OSHA reporting workflows.

Bidders must comply with multiple certification and legal requirements: the Non-Boycott of Israel Act (applicable to contracts $250,000 or more with suppliers having 10 or more employees), the Iran Divestment Act, and non-discrimination policies. Montgomery County will not accept contract provisions that waive or limit county liability, require the county to pay exempt taxes, impose cancellation fees or attorney fees, limit recovery rights under Tennessee law, require the county to obtain insurance or performance bonds, shift indemnification liability to the county, or designate governing law or venue outside Tennessee. All proposals must be submitted as Word documents.

Elizabeth L. Black, Purchasing Agent, is the point of contact: (931) 648-5720 or elblack@mcgtn.net, located at 350 Pageant Lane, Suite 101-E, Clarksville, Tennessee 37041.
