About this opportunity

The State of Idaho's Division of Purchasing, procuring on behalf of the Idaho Transportation Department (ITD), is seeking bids for thermoplastic roadway marking products under ITB 1392, with bids due October 13, 2026 at 10:30 a.m. MT. Questions are due September 24, 2026.

The scope covers preformed thermoplastic pavement markings for delineation across Idaho's state highway system (over 12,200 miles of roads and 1,800 bridges), including letters, numbers, legends, arrows, lines, symbols, raised pavement markers, delineators, channelizing devices, flexible posts, and object markers. All products must comply with FHWA, AASHTO M-249, AASHTO M-247, and MASH standards. Mandatory specifications include 125-mil thickness, minimum retroreflectivity of 325 millicandelas for white and 200 for yellow, minimum 45 BPN skid resistance, and 30 percent minimum glass bead content by weight. Estimated annual quantities range from 5 to 100 units per item type across 20 line items in three categories (white lines 4" to 24" width, yellow lines, and standard FHWA-compliant markings such as "SCHOOL," "STOP," "EXIT," and "BIKE LANE").

Delivery must be FOB destination freight prepaid within 30 calendar days of order receipt to six ITD District locations across Idaho, Monday through Friday between 8:00 a.m. and 4:00 p.m. local time. The initial contract term is two years with options to renew for two additional two-year periods (six years total). Bidders must maintain authorized distributor status with the manufacturer for the contract duration and submit an authorized distributor letter with their bid. Pricing shall be submitted on Submittal Form B through the State's IPRO eProcurement system on a fully burdened FOB destination basis. Award will be made to the responsive and responsible bidder submitting the lowest total evaluated cost.
