About this opportunity

The Colorado Energy Office is seeking quotes for thermal opportunity mapping consulting services to identify and integrate heat sources and sinks across Colorado's industrial, geothermal, and building sectors, with quotes due September 16, 2026 at 5:00 PM Mountain Time under Documented Quote (DQ) EFAA 27-87.

This is a firm-fixed-price contract with a maximum budget of $180,000, funded through EPA Climate Pollution Reduction Grant Planning Grant funds, running from an anticipated October 7, 2026 Purchase Order start through May 30, 2027, with potential extension. The CEO is procuring on behalf of the State of Colorado in coordination with the Energy and Carbon Management Commission, Colorado Department of Public Health and Environment, Colorado Geological Survey, Division of Natural Resources, Division of Water Resources, and Office of Information Technology.

The scope requires aggregating and standardizing existing state datasets (Building Performance Colorado, air permitting records, geothermal data, well permits, facility information, and the APEN database) and developing new data streams for industrial waste heat, geothermal resources, wastewater facilities, and commercial buildings. Deliverables include a prioritized data shortlist, waste heat potential and tiering report, integrated feasibility layers, 2–4 case studies of high-potential connections, technical and business implementation guidance with cost estimations, stakeholder engagement documentation, training materials, and an interactive waste heat map to be hosted on OIT's ArcGIS platform. Task 1 is due within 30 days of Purchase Order issuance; Tasks 2.1–2.4 within 90 days; Task 1.5 (memo supporting SB26-142 recommendations) by November 15, 2026; and Task 3.5 (updated legislative memo) within the first two weeks of the Colorado Legislative Session.

All spatial data must be delivered natively consumable in ESRI ArcGIS products (File Geodatabase, Shapefile, REST Service Endpoint, or Hosted Feature Service) in WGS 1984 or Web Mercator coordinate systems. Respondents must comply with WCAG 2.1 Level AA accessibility standards, complete the Vendor Accessibility Checklist, submit the Vendor Disclosure Statement, and disclose any AI tool use in deliverables with full documentation of methodology and data lineage. All deliverables require review by a qualified second subject-matter expert. Written inquiries are due September 8, 2026; award notification is anticipated September 23, 2026. Pricing must be submitted as a detailed budget narrative with hourly rates and task breakdowns, and payment is fixed-fee-per-deliverable upon State acceptance, with reimbursement no more than once monthly.
