The scope comprises speech and language therapy, occupational therapy, and physical therapy services delivered in natural environments (homes and community settings) to approximately 190 eligible children annually. Wisconsin Department of Financial Institutions registration is mandatory before award; proof of all necessary licenses, credentials, and state registrations must be included in proposals.

The contractor must maintain comprehensive insurance coverage: commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), commercial automobile liability ($1,000,000 per accident), workers' compensation, professional liability or medical malpractice ($1,000,000 / $3,000,000), commercial crime insurance ($100,000), cyber liability, and excess or umbrella liability ($2,000,000).

Pricing must be submitted as a firm, all-inclusive monthly cost covering supervision, labor, travel, mileage, equipment, and materials with no minimum order quantities. First-year pricing is not-to-be-exceeded; thereafter, annual adjustments are permitted only if they do not exceed 3% per Consumer Price Index for Medical Care Services in the Midwest Region, subject to County approval. The contract award is anticipated by July 23, 2026, with service commencement January 1, 2027 for an initial three-year term, renewable for two additional one-year periods under mutual written consent. Questions were due May 22, 2026. Top-scoring proposers will interview and present on June 19, 2026. Addenda 1 and 2 were issued May 19 and May 22, 2026, respectively; acknowledgment of both addenda in the Bonfire portal is required to avoid disqualification.
