About this file

This is Addendum No. 2 to Request for Proposal #26-064, issued by Walworth County Department of Health and Human Services on May 22, 2026, amending the original RFP for a Therapy Service Provider for the Birth-to-Three Program. The RFP seeks a qualified agency to provide early intervention services for children from birth to three years of age in accordance with Part C of the Individuals with Disabilities Education Act (IDEA). The contracted agency must establish and maintain a sufficient number of core therapists to deliver services identified in Individualized Family Service Plans (IFSPs), including speech and language therapy, occupational therapy, and physical therapy. Services must be provided in natural environments such as the child's home or community settings. The contracted provider will be responsible for fiscal management, billing for early intervention services, and oversight of therapy personnel, while Walworth County will continue to employ and supervise service coordinators and early education teachers.

The addendum clarifies that Wisconsin Department of Financial Institutions (DFI) registration is not required at the time of bid submission; however, DFI registration is mandatory before an award can be made. All providers and their therapists must maintain the necessary licenses, credentials, and registrations required to serve as authorized Birth-to-Three Program providers and to bill for reimbursement of services. Proof of these licenses, credentials, and certifications, including state registration (SOS), must be included with the proposer's submission. Proposers who believe they are not required to be registered with DFI may provide supporting documentation and clarification in their response. Failure to acknowledge receipt of this addendum in Bonfire may result in proposer disqualification.

Request for Proposal #26-064

Therapy Service Provider for Birth-to-Three Program Addendum No. 2

May 22. 2026

Perspective Proposers:

Walworth County is hereby amending or clarifying the above-mentioned Request for Proposal (RFP). This addendum and its contents are hereby made part of and incorporated into the original RFP document.

Please acknowledge receipt of this Addendum in the space provided under the Acknowledgements in Bonfire. Failure to do so may result in proposer disqualification.

1. Questions: The County presents the following responses to the questions received and deemed relevant to the RFP:

A. Could you please confirm if DFI registration is mandatory for this bid? (As mentioned in the RFP, if the respondent is not required to be registered with DFI, supporting reasoning can be provided in the comments section. Therefore, we would like to confirm whether DFI registration is compulsory for submission.)

DFI registration is not required at the time of bid submission. Respondents may submit a proposal without being registered with the Wisconsin Department of Financial Institutions; however, they must provide clarification in their response if they believe registration is not required for their entity.

Please note that DFI registration is required before an award can be made. If your firm is selected as the highest-ranked proposer, you will be required to provide proof of active registration—or documented justification for exemption—prior to award recommendation. This ensures compliance with the RFP requirement that the awarded proposer be properly licensed and authorized to do business in the State of Wisconsin.

B. Is State registration (SOS) required to be submitted with the proposal?

Yes, all providers and their therapists must maintain the necessary licenses, credentials, and registrations to serve as authorized Birth-to-Three Program providers and to bill for reimbursement of those services. Proof of these licenses, credentials, and certifications must be included with the proposer’s submission, as stated in Section XII.A.2.e.i of the RFP.
