About this file

This is Addendum No. 1 to Request for Proposal #26-064 issued by Walworth County Department of Health and Human Services on May 19, 2026, regarding a Therapy Service Provider for the Birth-to-Three Program. The addendum clarifies key aspects of the original RFP through responses to prospective proposer questions. The County will contract with a qualified agency to provide early intervention services including speech and language therapy, occupational therapy, and physical therapy for children from birth to three years of age in accordance with Part C of the Individuals with Disabilities Education Act (IDEA). Services are to be delivered in natural environments within the child's home or community settings. The program is expected to remain consistent in size with no anticipated growth over the next five years. The County utilizes the PCAP Model for meetings, currently held in person on Wednesday afternoons for two hours, though scheduling is flexible and negotiable with the awarded provider. The County does not have on-site office space available for therapists and has not finalized expectations regarding leadership structure.

Proposers must acknowledge both the Scope of Work and Specifications within the RFP and confirm their ability to meet all detailed specifications; a separate Statement of Services (SOS) is not required. The contracted agency shall be responsible for establishing and maintaining a sufficient number of core therapists, fiscal management, billing for early intervention services, and oversight of therapy personnel. Walworth County will continue to employ and supervise service coordinators and early education teachers, which are excluded from the scope of services requested. Prospective proposers must acknowledge receipt of this addendum in Bonfire, as failure to do so may result in disqualification.

Therapy Service Provider for Birth-to-Three Program Addendum No. 1

May 19. 2026

Perspective Proposers:

Walworth County is hereby amending or clarifying the above-mentioned Request for Proposal (RFP). This addendum and its contents are hereby made part of and incorporated into the original RFP document.

Please acknowledge receipt of this Addendum in the space provided under the Acknowledgements in Bonfire. Failure to do so may result in proposer disqualification.

1. Questions: The County presents the following responses to the questions received and deemed relevant to the RFP:

A. Do you anticipate the program increasing in the number of clients served, either now or in the future?

No. The program has historically remained consistent in size, and given the County’s smaller and stable population, we do not anticipate growth—particularly within the next five years.

B. Do you use the PCAP Model?

Yes, the County utilizes the PCAP Model.

C. How are PCAP meetings conducted?

PCAP meetings are currently held in person; however, we are open to holding them via Microsoft Teams if needed. At this time, meetings take place on Wednesday afternoons for two hours, but the schedule is flexible and may be negotiated with the awarded provider.

D. What are you looking for in terms of partnership structure—for example, do you expect an on-site manager, or do you have space available for them?

The County has not finalized expectations regarding the leadership structure and recognizes that provider agencies bring significant experience delivering these services. We do not have on-site office space available for therapists. Services are community-based and delivered within the child’s natural environment.

E. Is a Statement of Services (SOS) required to be submitted with the proposal?

No. A separate Statement of Services is not required. The County has provided detailed specifications within the RFP, and proposers must acknowledge both the Scope of Work and Specifications and confirm their ability to meet them.
