About this opportunity
The City of Philadelphia Police Department is requesting proposals for a comprehensive domestic violence training program for sworn personnel under a small order purchase, with proposals due September 21, 2026 at 5:00 PM Philadelphia time and questions due by September 10, 2026. Local Business Entity certification and Local Impact status receive positive evaluation consideration under Mayoral Executive Order No. 04-12.
The scope requires an evidence-based, nationally recognized curriculum addressing domestic violence dynamics, risk assessment and lethality indicators, evidence collection, investigative techniques, legal considerations, scenario-based practical exercises, and collaboration with prosecutors and victim service providers. Training must employ victim-centered, trauma-informed approaches. The contractor shall designate a project manager and provide qualified instructors demonstrating expertise in domestic violence investigations, law enforcement training, prosecution, victim advocacy, or related disciplines. Deliverables include training materials, participant manuals, instructor guides, certificates of completion, and attendance documentation.
The contract value cannot exceed $50,000, with a maximum stated at $99,000 at the opportunity level. The initial term runs October 13, 2026 through October 12, 2027, with the City retaining the option to extend for up to three additional one-year terms at its sole discretion. Compensation is fixed-cost with detailed line-item breakdowns required. Travel costs are reimbursable only with prior Department approval and in accordance with City policies; commuting costs are not reimbursible. Federal maximum per diem rates apply.
The contractor must obtain an active Business Income and Receipts Tax Account Number, Commercial Activity License, and Philadelphia Tax and Regulatory Status Clearance prior to contract execution. Insurance requirements include workers' compensation at statutory limits, general liability of $1,000,000 per occurrence, automobile liability of $300,000, and professional liability of $500,000 minimum. If the contract value exceeds $99,000, the contractor must provide Transparency in Business disclosures and comply with the Philadelphia 21st Century Minimum Wage and Benefits Standard. Evaluation prioritizes Department needs, applicant experience and qualifications, solution quality and fitness, and local business development considerations alongside cost.
