About this file
This document is a Questions and Answers file for the Philadelphia Police Department's Domestic Violence Training Request for Proposals (RFP #21260824154345). The City of Philadelphia Police Department seeks qualified contractors to deliver comprehensive domestic violence training to approximately 300 sworn personnel during the initial contract term, with a target audience of patrol officers, detectives/investigators, and supervisors from a pool of approximately 2,500 eligible personnel. The training program must utilize nationally recognized, evidence-based curricula previously implemented by law enforcement agencies and should address victim engagement and report writing as priority competencies. Training delivery should accommodate multiple scheduling formats including day work and 4x12 shift rotations, with sessions limited to 20-30 participants per cohort and a duration of 2-4 hours per class. The initial contract term runs from October 13, 2026 through October 12, 2027, with the City retaining the option to renew for up to three additional one-year terms. Proposals were due September 21, 2026 at 5:00 PM Philadelphia time, with questions due by September 10, 2026.
The contract carries a fixed-cost compensation structure with a $50,000 allocation for the initial term, though the small order contract limit permits up to $99,000. Applicants must submit detailed line-item cost breakdowns on a base cost plus per-class-delivered model, with travel costs reimbursable only with prior Department approval and within City policies and federal per diem rates. The Department will evaluate proposals based on approach and scope rather than a predetermined number of cohorts or instructional hours. Contractors must obtain an active Business Income and Receipts Tax Account Number, Commercial Activity License, and Philadelphia Tax and Regulatory Status Clearance prior to contract execution and provide proof of required insurance coverage including $1,000,000 general liability, $300,000 automobile liability, and $500,000 professional liability. Local Business Entity certification and Local Impact status receive positive evaluation consideration under Mayoral Executive Order No. 04-12.

Applicant Questions | PPD Domestic Violence Training RFP
City of Philadelphia - Police Department
Questions and Answers Domestic Violence Training
Opportunity #21260824154345
Revised September 18, 2026
1. Section 2.1 states that the provider must be able to deliver training in person and, if requested, virtually or in a hybrid format. What delivery mix does the Department anticipate, and will the Department accept recorded or asynchronous instruction for any portion of the curriculum? (Should the proposal include a base cost and then a cost per class delivered?)
Yes, a base cost then a cost per class.
2. How many sworn personnel does the Department intend to train during the initial contract term, and what is the target audience — patrol officers, detectives and Special Victims personnel, first-line supervisors, or all sworn members?
There are about 2,500 patrol officers, detectives/ investigators and supervisors that could possibly require training. For the initial period, we expect training for about 300 law enforcement personnel. After the initial year, this contract could be renewed for up to (3) one-year renewals.
3. What is the expected course length in instructional hours, the expected number of sessions or cohorts, and the maximum class size per session? Should sessions be scheduled across all tours and platoons?
30 per class, day work and 4x 12 to start
4. Section 2.1 states that compensation cannot exceed a total of $99,000, while the Section 2.2 compensation table and the eContract Philly posting both state $50,000.
Please confirm which figure governs.
There is a limit for all small order contracts of $99,000.00 for the initial term period.
$50,000.00 is what is allocated for this training.
5. The table of contents lists a "Project Schedule" subsection at page 9, and the submission checklist in Section 3.3 asks whether the cost proposal meets the requirements under "Project Schedule" in Section
2.2. We are unable to locate that subsection in the published RFP. Please confirm what is required.
Please disregard the words “Project Schedule”. The project schedule will be determined once a contract is in place. The cost proposal refers to the Project Scope of Work.
6. Approximately how many training sessions or cohorts does the Department anticipate the selected contractor delivering during the initial contract term?
Based on hours and training developed
7. Does the Department have a preferred or required duration for the training (e.g., half-day, full-day, or multi-day), or should applicants propose the duration they believe is necessary to achieve the RFP's learning and performance objectives?
Based on hours and training developed, but less than 4 hours
8. Does the Department have a preferred or anticipated minimum or maximum number of participants per training cohort?
20-30
9. Which categories of sworn personnel are expected to participate (e.g., patrol officers, detectives/ investigators, supervisors, or specialized units)?
Patrol officers, detectives/investigators, supervisors
9a. Does the Department expect one standardized curriculum for all participants or differentiated content based on assignment or role?
Yes
10. Are there anticipated scheduling requirements applicants should account for, such as evening, overnight, weekend, academy, roll-call, or other nontraditional training hours necessary to accommodate sworn personnel?
Each of these
11. Are there particular domestic violence response or investigative competencies that the Department has identified as priorities for improvement (for example, risk/lethality assessment, strangulation recognition, interviewing, evidence collection, digital evidence, documentation/report writing, or victim engagement
Victim Engagement/report writing
12. The RFP encourages expertise from multiple disciplines, including law enforcement, prosecution, victim advocacy, and related fields. May current Philadelphia Police Department personnel participate in curriculum development or training as subject-matter experts in their official Department capacity if designated or approved by PPD? If so, please clarify whether such participation would be coordinated by the Department rather than compensated by the contractor.
We would rely on SME of trainer
13. When the RFP refers to a "nationally recognized, evidence-based curriculum," does the Department require applicants to propose an existing curriculum previously implemented by law-enforcement agencies, or may applicants develop a customized curriculum grounded in nationally recognized standards, evidence-based practices, research, and authoritative guidance?
Yes, propose an existing curriculum previously implemented by law-enforcement
Agencies.
14. If the Department has not predetermined the number of cohorts, participants, or instructional hours, how should applicants structure a fixed-cost proposal so that competing cost proposals are evaluated on a comparable scope of training?
We will evaluate based on your approach
