About this file

This is a Local Business Entity or Local Impact Certification form for the City of Philadelphia, required as an appendix to applications submitted in response to a Request for Proposals (RFP) from the Philadelphia Police Department for a comprehensive domestic violence training program for sworn personnel. Applicants seeking to receive positive consideration for meeting Local Business Entity or Local Impact criteria under Mayoral Executive Order No. 04-12 must complete and submit this certification with their application. The form permits applicants to certify compliance with one or more qualifying criteria, which must be referenced in a separate section of the application clearly labeled "Local Business Entity or Local Impact Certification."

The Local Business Entity Certification requires applicants to demonstrate that during the preceding 12 months they filed a Business Income and Receipts Tax return with the City establishing business operations within the preceding calendar year, and that during the preceding 18 months they maintained a valid Commercial Activity License and all necessary permits while continuously occupying and staffing a City office. Additionally, applicants must verify either that their principal place of business is located in the City or that they satisfy at least two of three requirements: more than 60% of full-time employees are Philadelphia residents per the Annual Reconciliation of Employer Wage Tax, more than 50% of full-time employees work in the City at least 60% of the time, or more than 75% of gross receipts are reported as Philadelphia receipts. The Local Impact Certification requires applicants to certify that they will employ City residents and perform work within the City if awarded the contract.
