About this opportunity

The Connecticut Department of Public Health (DPH) is issuing a Request for Proposal (RFP) soliciting contractors to coordinate, facilitate, and evaluate the activities of the Connecticut HIV Planning Consortium (CHPC). This procurement is federally mandated by the Centers for Disease Control and Prevention (CDC) and the Health Resources and Services Administration (HRSA) to develop a comprehensive and integrated plan for HIV care and prevention service delivery. The selected vendor will be responsible for organizing and managing the operations of a statewide community planning group, overseeing the strategic plan process, and expanding the integrated plan to include Viral Hepatitis Elimination and Substance Use Disorder components. The primary objectives include coordinating a statewide HIV Planning Group (HPG) to address the needs of people living with HIV and those most at risk for acquiring it. The RFP was released on June 29, 2023, with proposals due by August 11, 2023, and includes a vendor Q&A period running from June 29 to July 21, 2023. The solicitation is open to qualified vendors who can demonstrate the ability to manage complex community planning and strategic development processes related to public health interventions.

The RFP does not specify any specific set-aside designations or restrictions on the types of organizations that can respond, indicating the opportunity is open to all qualified vendors. No incumbent vendors or current contractors are mentioned in the documentation, and there are no explicit details about existing infrastructure or technology integration requirements. The solicitation consistently notes that the estimated total contract value is unspecified, and payment terms are to be vendor-specified with delivery terms set as Free On Board Destination. The contract will focus on Hartford County and the City of Hartford, Connecticut, with the primary point of contact being Mitchell Namias from the DPH Communications office. While no specific budget range is provided, the comprehensive nature of the project suggests a significant scope of work involving strategic planning, community engagement, and comprehensive healthcare service coordination across multiple public health domains.
