About this opportunity
The City of Philadelphia, Department of Aviation, is requesting proposals for on-call marketing and graphic design services for Philadelphia International Airport, with proposals due August 24, 2026, at 5:00 p.m. Philadelphia time and a pre-proposal meeting scheduled for July 30, 2026.
The scope includes advertising strategy, media planning and buying, creative design, content creation, influencer engagement, and digital support. The awardee will function as a strategic partner delivering data-driven campaigns to strengthen brand awareness, enhance traveler engagement, and support revenue and operational priorities for the airport. Cost proposals must demonstrate long-term cost effectiveness through fixed pricing for defined campaigns, hourly rates for ad-hoc services, and media purchases billed at net with clearly identified agency fees.
The contract is awarded on a not-to-exceed basis of $3 million annually, inclusive of all fees and expenses. The initial term runs January 1, 2027 through December 31, 2027, with the City holding the option to add up to four additional one-year terms. The City retains the right to extend through additional terms subject to fund availability and thirty days' written notice; total contract duration cannot exceed five years without City Council ordinance authorization.
The City will evaluate proposals on superior ability to meet requirements, prior experience, quality and efficiency of proposed solutions, skill and reputation, lower cost, and local business entity or local impact status. Local Business Entity status under Mayoral Executive Order No. 04-12 and Philadelphia Code Section 17-109(3)(b) requires demonstrated tax compliance, valid Commercial Activity License, continuous staffing of a City office, and either principal place of business in the City or satisfaction of employment and revenue criteria. Alternatively, Local Impact Certification requires commitment to employ City residents and perform work within the City.
All providers must comply with Philadelphia business licensing, tax clearance, insurance, political contribution disclosures, the 21st Century Minimum Wage and Benefits Standard, and general City procurement provisions. Questions are due August 6, 2026; answers will be posted August 13. Interviews and presentations are tentatively scheduled September 1–8, 2026, with selection expected September 15 and contract execution by December 1, 2026. Submission of LGBTQ Applicant Opportunity Data and Local Business Entity Certification is optional but may positively influence evaluation.
