Addendum Three – Questions and Answers
This addendum document from the City of Philadelphia, Department of Aviation, provides answers to inquiries submitted by prospective vendors regarding the on-call marketing and graphic design services solicitation for Philadelphia International Airport. The request encompasses comprehensive advertising strategy, media planning and buying, creative design, content creation, influencer engagement, and digital support services. A pre-proposal meeting was held on July 30, 2026, with proposals due August 24, 2026, at 5:00 p.m. Philadelphia time. Questions from interested firms were due August 6, 2026, with responses posted August 13, 2026. Interviews and presentations are tentatively scheduled for September 1-8, 2026, with selection anticipated by September 15, 2026, and contract execution targeted for December 1, 2026. The contract will commence January 1, 2027, and run through December 31, 2027, with the City retaining options to add up to four additional one-year terms, provided funds remain available and proper notice is given, with a maximum total duration of five years without additional City Council authorization.
The contract is structured on a not-to-exceed basis of $3 million annually, inclusive of all fees and expenses. Cost proposals must demonstrate long-term cost effectiveness through fixed pricing for defined campaigns, hourly rates for ad-hoc services, and media purchases billed at net cost with clearly identified agency fees. The City will evaluate proposals based on superior ability to meet requirements, prior experience, quality and efficiency of proposed solutions, skill and reputation, lower cost, and local business entity or local impact status. Compliance with Philadelphia business licensing, tax clearance, insurance requirements, the 21st Century Minimum Wage and Benefits Standard, and political contribution disclosure requirements is mandatory. Optional submissions of LGBTQ Applicant Opportunity Data and Local Business Entity Certification may positively influence evaluation.

TO ALL PROPOSERS:
You are hereby notified of the following changes and additions to the above RFP:
# Question Answer 1 What prompted the Department of Aviation to issue this RFP at this time? Are there particular business priorities, organizational changes, upcoming initiatives, or market opportunities driving the need for this engagement? Why is now the time?
Based on the city’s rules and regulations and the amount of time we have had our current agency
2 Is the intent of this procurement to select a single agency for a defined body of work beginning January 2027, or is the contract primarily intended to establish multiple on-call agency partners that will execute individual projects and scopes of work as needs arise throughout the contract term?
Most likely select a single agency
3 The RFP outlines a broad range of capabilities across strategy, creative, media, content, influencer marketing, digital experiences, and analytics. Are you seeking one integrated agency partner capable of providing the entire scope, or would proposals focused on specific areas of expertise also be considered? In other words, is it mandatory to bid on the full scope of services?
We are looking for a full scope of services from one agency
4 The RFP identifies a not-to-exceed annual contract value of $3M. Is there any guidance you can provide regarding the anticipated allocation of that budget between, agency fees/retainer, production expenses, paid media, and other third-party costs?
No guidance we can give at this time.
5 Beyond the outcome goals listed in the RFP, what would success look like after the first 12 months of the engagement?
A feeling of a true partner who is bringing us new ideas and accomplishing everything we ask for and need
6 Is there an incumbent agency currently supporting these services? If so, which portions of the scope are currently outsourced versus managed internally?
Yes and virtually everything in the RFP. We have just started to build out the internal team.
7 Are there any major campaigns, capital projects, route announcements, terminal initiatives, or high-profile events already anticipated for 2027 that the selected agency should expect to support?

Right now it is about 6 it will double in the very near future
10 Will there be a single primary decision-maker for strategy and creative approvals, or should the agency anticipate coordinating across multiple internal stakeholder groups?
The group will be a chief, a vice president and two directors
11 The RFP references a hybrid pricing model (retainer, fixed-fee projects, hourly services, and media buying). Is the Department of Aviation open to proposer recommendations regarding the optimal commercial structure, or is there a preferred approach?
Definitely moving towards using a retainer and separate project payments as they arise
12 Are there existing brand guidelines, audience research, marketing performance reports, or strategic plans that will be provided to the selected agency at kickoff?
Yes
13 Aside from the evaluation criteria outlined in the RFP, are there any characteristics or capabilities that will differentiate the strongest proposals? For example, airport experience, destination marketing, public-sector work, integrated media capabilities, measurement frameworks, or local partnerships.
Guest experience but besides that everything is in the RFP

15 For Applicants holding minority/women-owned or disadvantaged business certifications issued outside of

Equivalent weight
16 Is there a formal reciprocity or equivalency review process for recognizing an out-of-jurisdiction disadvantaged/minority/women-owned certification on this procurement, and if so, what's the process and lead time?

No

19 For the required local-impact narrative (Section 4.1.12), is a joint venture or subcontracting relationship with a
Philadelphia-based firm treated as fully equivalent to the Applicant itself being Philadelphia-based, for scoring purposes?
Yes

Please see Section 5 of the RFP for the selection criteria.
28 To ensure precise budget forecasting for our personnel pricing model, does the Department expect 100% of the assigned dedicated account team to undergo TSA badging and fingerprinting, or only specific field-production personnel?
29 Given the scope of content creation, photography, and influencer activation, is it anticipated that the creative/production team will routinely require unescorted access to the airfield (requiring the $5M auto liability limit), or will airfield capturing be fully escorted by Department of Aviation personnel?
No
