About this opportunity
The City of Philadelphia Department of Human Services Division of Juvenile Justice Services is requesting proposals for comprehensive vocational training and career development programs, with proposals due August 24, 2026 at 5 p.m. Philadelphia Time and a pre-proposal meeting on July 28, 2026 at 10:30 a.m.
Applicants may propose one or more of three trade programs: Certified Exercise & Conditioning, Entrepreneurship, and eSports/Web Design. Each program must deliver structured, industry-aligned curriculum; hands-on training with qualified instructors; industry-recognized certifications; job readiness components including resume writing and interviewing skills; and documentation of post-release employment outcomes within six months of graduation. Programs are intended for youth in detention facilities. Applicants must demonstrate financial capacity, provide references for similar work, and disclose any litigation or contract defaults from the past five years.
The total contract maximum is $240,000, allocated as $80,000 for each of the three trade programs. Payment is monthly through invoicing. The contract term runs from September 25, 2026 through September 24, 2027, with the City retaining the option to extend for up to four additional one-year terms at its sole discretion.
Local Business Entity certification status is a positive evaluation factor. All awarded contractors must comply with Philadelphia Code requirements including the 21st Century Minimum Wage and Benefits Standard, maintain appropriate business licenses and tax clearance, and adhere to facility security and operational protocols.
Applicants must submit proposals electronically through eContract Philly. Questions are due August 3, 2026 at 5 p.m., with answers posted by August 10. The City anticipates conducting applicant interviews and presentations the week of August 31, 2026, with applicant selection on September 11 and contract execution on September 25. Outcome goals include achieving 70 percent post-release employment rates and reducing recidivism through skill development and economic empowerment of justice-involved youth.
