The pre-proposal meeting was held on July 28, 2026, at 10:30 a.m. via WebEx. Questions concerning the RFP must be submitted in writing to DHSRFP@phila.gov by August 3, 2026, at 5 p.m. Philadelphia time, with responses posted by August 10, 2026. The contract term runs from September 25, 2026, through September 24, 2027, with the City retaining the option to extend for up to four additional one-year terms.

The total contract maximum is $240,000, allocated at $80,000 for each of the three trade programs, with monthly payment through invoicing. Applicants must demonstrate financial capacity, provide references for similar work, and disclose any litigation or contract defaults from the past five years. Local Business Entity certification status is a positive evaluation factor. All contractors must comply with Philadelphia Code requirements including the Living Wage for FY27 of $17.63 per hour for all employees, maintain appropriate business licenses and tax clearances, and adhere to facility security protocols. Vendors are responsible for developing individualized employment plans, coordinating with community-based organizations and employers for job placement, and providing monthly progress reports and quarterly outcome reports aligned with performance metrics. The outcome goals include achieving industry-recognized certifications, developing clear career tracks, and documenting post-release employment outcomes within six months of program completion, with the initiative aimed at reducing recidivism and promoting independence and self-sufficiency among justice-involved youth.
