About this opportunity

The Tennessee Historical Commission is requesting bids for historic windows and doors restoration at the President James K. Polk Home and Museum Sister House, 301 W 7th Street, Columbia, Tennessee, with bids due June 24, 2026 at 2:00 p.m. CDT. All work must comply with the Secretary of the Interior's Standards for Rehabilitation, prioritizing repair over replacement and requiring that replacement features match originals in design, color, texture, and materials.

Bidders must hold a minimum of three years' documented experience in historic window restoration and a current Tennessee State Contractor License. Site visits are strongly encouraged on June 4 or 5, 2026 between 8:30 a.m. and 5:00 p.m. CST; the State will make no allowances for errors due to failure to visit the site. The scope encompasses sixteen one-over-one sash windows with shutters, four six-over-six windows, three four-over-four windows, eight single-pane windows, three entry/exit doors, and one stained-glass transom. Work includes evaluation and documentation, paint removal using natural-based strippers, component repair or replacement, glass and glazing with linseed oil-based compounds, and finishing with historically appropriate materials. All construction debris must be removed and the site left in broom-clean condition.

The estimated maximum contract liability exceeds $80,000. A payment bond equal to 25% of the contract price is required under Tennessee Code Annotated Section 12-4-201. Contractors must carry workers' compensation ($1,000,000), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($1,000,000), and professional liability ($1,000,000 per claim / $2,000,000 aggregate). Pricing must be firm for 90 days, F.O.B. destination. Bids are submitted through the EDISON procurement system. Written questions are due June 9, 2026 at 2:00 p.m. CST. The State will make a single award to the lowest-cost responsive and responsible bidder.
