About this opportunity

The Texas State Library and Archives Commission (TSLAC) is procuring statewide courier services for eligible Texas public and academic libraries through a Request for Proposal (RFP). The selected contractor will be required to provide drop-off and pick-up services to the 214 current library locations in the TexShare consortium, with the ability to expand to all 669 eligible libraries in the future. The scope of work includes requirements for tracking, operational guidelines, training, reporting, and branding. Respondents must meet minimum qualifications, provide key personnel details, and submit the required documents by the June 19, 2024 due date. TSLAC intends to award a contract with an initial term through August 31, 2025, with four one-year renewal options. Pricing will be on a fixed rate per participating library site basis, not per pound or shipment, and TSLAC will cover a proportional share of the costs, with participating libraries invoiced separately for their share.

This procurement has a 26% Historically Underutilized Business (HUB) subcontracting goal, and TSLAC has provided a list of certified HUB vendors that may be interested in the opportunity. The incumbent provider for these services can be found on the agency's Bonfire website. While the contract value is not specified, TSLAC will subsidize a portion of the courier services costs based on available funds from its Library Services and Technology Act (LSTA) award.
